Health is the prerequisite of happiness and life activities.In 1998,the WHO proposed a global health strategy which aim is "Health for all in the 21st century".In 2000,health goals were included in the Millennium Development Goals at the United Nations Millennium Summit.Many developed countries began to implement national health strategies as early as the 1980s,because national health strategies are important strategic contents related to national diplomacy.Therefore,the collective leadership of the Party Central Committee with Xi Jinping at the core proposed putting the health strategy on the agenda.In 2008,China put forward the concept of "Healthy China’" for the first time,and in 2016,"Healthy China" was adjusted as a macro-strategic policy.Therefore,this article provides evidence and reference for the "Healthy China" strategy through international comparison and empirical research,and mainly puts forward two research questions around the "Healthy China" strategy.The first research question starts from the perspective of regional research and compares the health strategies of China and the United States in different historical periods.Relevant information and data come from the public information of the US Centers for Disease Control and Prevention,the Chinese National Health Commission and the "Healthy People" portal.The results of the study found that the health strategies of the two countries have both similarities and differences.In terms of strategic themes,the United States has always been in the process of dynamic adjustment,while China’s strategic themes are relatively stable;in terms of strategic objectives,each generation of strategic objectives of the United States has added new content on the original basis,while China’s It puts forward a general goal with a more comprehensive coverage;in the field of health,it is divided into a comparison of content and quantity.In terms of content,the United States has a detailed classification,while China has adopted similar mergers.However,in terms of quantity,the health sector in both China and the United States shows an increasing trend,and specific targets increased first and then decreased;in terms of health indicators,the expected change range of America’s indicators is small,the setting is reasonable,and the implementation difficulty will reduce,while the expected change range of China’s indicators is large,and the implementation difficulty will increase.Since 1980,the United States has implemented a total of five generations of health strategies.The health status of residents has improved significantly,and the implementation of the national health strategy has achieved remarkable results.Although China’s health strategy is immature compared with the United States’,it also plays an important role in improving the health of its citizens.Therefore,the second research question is to quantitatively analyze the influencing factors of residents’ health level in the context of the"Healthy China" strategy based on Grossman’s healthy production function model.Taking the maternal mortality rate(1/100,000)as the representative variable of the health level,10 indicators are proposed as explanatory variables from the four dimensions of economic and living,education and technology,medical service and natural environment.The 10 indicators are respectively Per capita GDP(yuan),per capita consumption expenditure of residents(yuan),average enrollment of higher education students per 100,000 population(person),science and technology expenditure(100 million yuan),occupation(assistant)physicians per 1,000 population(person),The proportion of total health expenditure in GDP(%),community health service centers(units),primary medical and health institutions(units),per capita park and green area(square meters/person),per capita water resources(cubic meters/person).This paper selects the cross-sectional data of 31 provinces(excluding Hong Kong,Macao and Taiwan)in 2018,with a total of 310 sample observations.The data mainly comes from the National Bureau of Statistics of China,the National Health and Family Planning Commission,and the State Administration of Traditional Chinese Medicine.The article uses principal component analysis to extract three principal components of economic and cultural factors,medical technology factors,and natural environmental factors for multiple linear regression.The regression results showed that the regression coefficients of the three principal component variables were all negative,indicating that they were all negatively correlated with maternal mortality.Among them,the natural environmental factor represented by F3 has the greatest impact on the maternal mortality rate,followed by the medical technology factor represented by F2,and the economic and cultural factor represented by F1 has the least impact on the maternal mortality rate.Therefore,this article proposes the following suggestions on how to promote the implementation of "Healthy China":1.Formulate relevant laws and regulations to promote the implementation of health strategies;2.Strengthen environmental protection,establish and improve supervision mechanisms;3.Improve the medical and health system and improve medical services Level;Fourth,scientifically promote economic development and rationally allocate educational resources.In-depth study of the "Healthy China" strategy has further enriched the connotation,related theories and implementation paths of the "Healthy China",which is conducive to systematic research on the "Healthy China" strategy and the early establishment of a health governance system in line with my country’s national conditions,it is also conducive to Speeding up the formation of a global health governance system has provided the world with new ideas for governing the country.
