| Sino-Russian relations have been heating up in recent years.In 2019,the leaders of the two countries upgraded their relations to a comprehensive strategic partnership of cooperation in the new era,reaching the highest level in history.Regional cooperation is a very important part of Sino-Russian relations.The Far East plays a very important role in Sino-Russian relations due to its geographic location and abundant natural resources.The development of the Far East has a history of more than a hundred years,but since Putin took power in his third term,with the accelerated implementation of the eastward strategy,the development of the Far East has truly entered the "golden age".This article takes the development of the Far East since Putin’s third term as the research object,and aims to explore the background,process,and influencing factors of this round of Far East development and its impact on Sino-Russian regional cooperation.Russia has successively issued multiple versions of plans and outlines for the development of the Far East.This article uses comparative analysis to compare Putin’s Far East development policies before and after the third term.It is believed that the Far East development policy before the third term has vague development goals,lack of overall management institutions,low level of opening to the outside world.Since Putin’s third term in office,he has implemented a series of development policies in accelerating regional economic development,improving the quality of life of residents,and strengthening external exchanges between the Far East and other countries.Russia’s Far East has great geopolitical and economic significance.It is extremely rich in natural resources,so this region has high development value.In addition to the development potential of the Far East,Putin has accelerated the development of the Far East since his third term in order to achieve the goal of "breakthrough development" during his administration.After the Ukraine crisis,Western sanctions against Russia in various aspects,especially in the economic field,have been intensified.Russia’s strategic space in the West has been squeezed and forced to turn to the east.In addition,the world order is undergoing profound changes and the global economic center continually shifting to the Asia-Pacific region,so Russia has accelerated the pace of eastward advancement.The Far East development policy since Putin’s third term has pointed out the priority cooperation direction for China-Russia regional cooperation.By making full use of the favorable policies issued by the federal government,the two sides can continue to deepen cooperation in the fields of economy and trade,energy,agriculture,and humanities.However,the negative factors that China-Russian regional cooperation are facing cannot be ignored.Japan and South Korea are actively participating in the development of the Far East.The competition among the three countries in the Far East has intensified and China needs to be properly dealt with.In addition,the China threat theory still prevails among the people in the Far East,and how to create a good public opinion atmosphere is also a problem that Chinese companies face when investing.Finally,using the case analysis method,taking the Baikal water plant project as an example,the importance of protecting the local ecological environment and its solutions were analyzed. |
