Twenty-first Century, The Russian Far East Development Strategy And Its Effect On Sino-russian Relations

The Far East Area of Russia is one of the few areas in the world where naturalresources are not entirely exploited yet in the world, Due to the limitation of climate andgeographical conditions, the area basically retains in the primitive state except thatalongside the Siberia Railway and the Baikal-Amur Railway and the big rivers. It's beenless than one and a half centuries since Russia completely conquered the Far East,taking the national power and population of Russia into account it's too short a periodfor Russia to exploit the area completely, and as a result there is enormousdevelopment potentiality in the Far East. After Putin came into power, Russia, in theface of the new domestic and international environment, has revised her past extensivemode of development and proposed a new development strategy of the Far East. Thethesis will, in four respects, discuss the background, content, practice, prospect of thenew strategy and its possible influence on Sino-Russia relations, and try to bringforward the countermeasures to develop Sino-Russia relations in such a strategicalframe. Part One makes a brief introduction of the history and natural conditions of the FarEast, and a review of the development course of the Far East to provide a contrast tothe new strategy. Part Two narrates the background of the new strategy, which includes the attitudeof Putin toward the exploitation of the Far East, and the political and economicalconditions of the Far East and the international environment of its neighbor countries, toexplain the reality and urgency to develop the Far East. Part Three deals with the content of the development strategy of the Far East. Ithink the new strategy includes political and military affairs besides economic affairs andthis distinguishes the new strategy from the other development plans in the past. Thispart also investigates the practice of the new strategy in the past several years, andanalyzes the prospect of it. Part Four probes into the influence of the practice of the new Fast East strategyon Sino-Russia strategical partner relationship, economic cooperation and regionexchanges. Part Five draws the conclusions and proposes the countermeasures. Because ofthe special status of its history and its geography, the Fast East plays an important rolein the development of Sino-Russia relationship. Basing on the preceding discussionsthis part brings forward the countermeasures to develop Sino-Russia strategicalpartnership and region relationship.
