At present,the management of mobile party members in China is facing a new situation and task.With the deepening of social reform and development,the steady development of economy and the continuous expansion of urban scale,the frequency,scope and number of labor mobility in different fields and regions are increasing year by year.Social mobility tends to flow upward and is still subject to social transformation and institutional transformation.Therefore,the research on the management of mobile party members must fully consider the background and requirements of the times.Since the 18 th National Congress of the Communist Party of China put forward the important strategic idea that the party should manage the party and comprehensively and strictly govern the party,our party has made a systematic deployment to promote comprehensively and strictly governing the party under the new situation;Xi Jinping General Secretary pointed out that to strengthen the construction of the grass-roots party and consolidate the ruling base of the party as a red line running through social governance and grass-roots construction,all regions have been closely following the leadership of the party building,constantly strengthening the leadership,organization and appeal of the party organization,effectively promoting the modernization of the social governance at the grass-roots level,and constantly improving the level of social governance at the grass-roots level.As a northern city closely following the requirements of the central government,X county has always attached great importance to the establishment and development of Party organizations in Beijing under the new situation of Party building leading grass-roots social governance and promoting comprehensive and strict party governance.After more than three years of exploration and practice,X county has strengthened organization construction,established a caring service mechanism,and organized and guided participation in social governance,Some achievements have been made in the management of mobile party members in Beijing,which not only effectively fills the blind area of Party organizations in X county,wakes up the party spirit consciousness of some party members,standardizes the operation of Party organizations,but also provides experience for the construction and improvement of Party organizations in Beijing.However,due to the short practice time,there are still many problems in the management of Party members in Beijing party organizations of X county.There are not only the problems of incomplete basic equipment and formalized service content of the general Party branch,but also the problems of poor quality of life of some branch organizations and loose management of Party members,and the problems of difficult to accurately grasp the number and whereabouts of mobile party members.By analyzing the causes of the problems,it is found that the root causes of the problems in the management of the floating Party members of the general Party branch of X county in Beijing are the deviation of management understanding,the lack of system and mechanism,the complex team structure,the nonstandard carry forward procedure,and the unscientific content of education and management.Therefore,this article from the strengthening of organizational construction,strengthen party spirit education,improve service function,improve system construction,take the network technology five aspects to improve the management of mobile party members in X county carried out a more in-depth thinking and exploration,hoping to better play the vanguard role of mobile party members,play the role of fighting fortress of mobile party organizations in Beijing.
