Research On The Optimization Of The Training System Of Grassroots Judge

Judge training is the basis of the talent strategy of the court,and the only way to promote the revolution,normalization,specialization and professionalization of the judge team.Optimizing the training mechanism of judges is the institutionalized choice to improve the ability of judges,which is fundamentally to improve the quality of handling cases,enhance the ability to prevent and resolve social contradictions,and promote the realization of social fairness and justice.However,as the forefront of justice,the current training mechanism of grassroots judges has limited effect on improving the ability of judges,which is difficult to meet the needs of grassroots judges’ judicial ability.This paper starts with the legal analysis of the education and training of grassroots judges,and expounds the necessity of the training of grassroots judges from the perspective of legal theory.At the same time,taking the current situation of the training of grassroots judges in B city as a sample,this paper comprehensively compares the types,objectives,methods and other related systems of the education and training of judges at home and abroad from a practical point of view,analyzes the current situation of the education and training of grassroots judges in China,and puts forward some suggestions for the existing legal problems In order to find an effective solution and promote the training of grassroots judges from disorder to order,this paper,after referring to the "physician training system",improves the mechanism and mode of education and training,and establishes a supporting reform system.Through the improvement of the system and the innovation of the mode,the vocational education and training of judges can really become the booster and power source of the construction of the professionalization of judges.This paper is divided into four chapters,the Part one describes the legal analysis of the training of.From the current legal provisions for the training of judges,this paper extends the concept of grassroots judges and grassroots judge training,and analyzes the practical characteristics of grassroots judges and the value of grassroots judge training,which provides a legal basis for the training of judges,and provides a theoretical basis for the research of China’s judge training system.The second part states the practical performance of the training of grassroots judges in our country,taking the training status of grassroots judges in B city as the sample,from the empirical point of view,it depicts the organization of training,training institutions,training grassroots judges,training content and assessment methods,showing the common operation of grassroots judges in the current training.The third part from the training organization,training content,judge participation and training effect of these four aspects analyzes the current situation of B city grassroots judge training problems,to explore the specific reasons for its anomie.In the fourth part,according to the "Regulations on education and training of judges",the author proposes to introduce the mode of "physician training" according to the legislative provisions to promote the inclination of high-quality training resources to the grass-roots level.Through the comparative analysis of the characteristics of the behavior mode of "judge training" and "physician training",the three-step construction is formed on the basis of integration: 1 Secondly,it takes credit management,process information record,process and graduation double assessment conditions as system operation rules;thirdly,it effectively connects with judge management,rank promotion,cultural construction and other external systems to form an organic whole.In order to systematically improve the ability of grass-roots judges to handle cases and effectively respond to the judicial needs of the society...
