Financial accounting civil servants are an important part of the national professional and technical personnel team.They represent the country to manage national fiscal matters in accordance with the law.A high-quality and professional financial and accounting civil servants can effectively promote the continuous improvement of the government’s financial management efficiency and scientific level.In recent years,the management of my country’s financial and accounting civil servants has taken shape as a whole,but the corresponding human resource evaluation system is not yet perfect,and a scientific and effective evaluation mechanism has not yet been formed.The evaluation tools and methods that use written examinations and interviews as the main inspection methods cannot fully meet the needs of accurate selection of new government accounting talents in the new era.Therefore,it is necessary to select appropriate evaluation tools and methods for scientific and effective evaluation of the various competency elements of financial accounting civil servants,especially for the current financial accounting civil servants that are necessary but not effectively evaluated.Guarantee the quality of financial and accounting civil servants at the source.This research uses literature analysis,psychological measurement and interview research methods.In accordance with the problem-solving ideas of "what to evaluate","how to evaluate" and "how to use evaluation results",an in-depth discussion on the competency evaluation of financial and accounting civil servants is carried out.The research first reviewed the existing domestic and international research results,and then determined the three competencies of financial accounting civil servants to be evaluated as integrity,responsibility and achievement orientation through group focus interview method and document analysis method.Appropriate evaluation tools are selected.Psychological measurement is carried out with the selected samples,and the quality of the evaluation tools used is empirically tested through quantitative data analysis.The research also uses the interview method to compare and analyze the interview cases of the high and low groups in the scale.On the one hand,it supplements the information that has not been revealed in the quantitative research,on the other hand,it carries out the interactive confirmation of the conclusions of the quantitative research.This research finally clarified the competencies of financial accounting civil servants,verified the quality of the selected evaluation tools,and proposed countermeasures to improve the competency evaluation of financial accounting civil servants.
