Research On Government Supply Management Of Flood Disaster Emergency Materials In Daqing City

The progress of human society is inseparable from "taking" and "using".Taking and using are the one-way actions of human beings towards nature.Improper actions will trigger natural reverse actions,and the reverse actions are specific to all parts of the world,such as global warming of the last century.In 2001,the Nobel Prize winner in Economics Joseph Glitz once said:"The two major issues of human development in the 21 st century will be the profound impact of Chinese urbanization and the United States’ high-tech development on the world".It’s also the prediction of many scholars all over the world.On the one hand,the development of urbanization can promote the development of society,but on the other hand,it will also cause other problems.Apart from urban problems,there are also natural problems.The flood disasters studied in this paper have dual attributes,namely natural and economic attributes.Flood disasters have a great impact on humans in natural disasters.Since ancient times,flood disasters have always been a problem that plagues the development of human society.For example,the story of the working people fighting against the flood—Control of Water by Dayu in elementary school Chinese textbook,so the flood disaster should not be underestimated.Therefore,doing a good job in flood disaster emergency mitigation and reducing the losses and impacts caused by flood disasters is an important guarantee for achieving sustainable development,and it’s also the inescapable responsibility of governments at all levels across the country.This dissertation starts from the current situation of flood disaster emergency material supply management in Daqing City,based on the literature reading method,on-site interview method and case analysis method,using the types and characteristics of emergency materials and the influencing factors of emergency material supply management guarantee,detailed management problems existing in the current situation Analysis.Based on the rainfall data of Daqing City and the ten-year flood disaster event in Daqing City as the starting point,it was found that the information management system in the flood emergency material supply management in Daqing City was not perfect,the dynamic adjustment ability of the material supply system was weak,and the overall material supply management system was incomplete.Problems such as insufficient construction of the emergency material reserve and dispatching management system,and the unreasonable allocation of emergency material supply management personnel and positions.Finally,in view of the shortcomings in the emergency material supply management of Daqing City,it is proposed to introduce an intelligent digital information management system,strengthen the flexibility of the emergency material supply system,improve the construction of the emergency material supply management system,accelerate the construction of the emergency material reserve dispatch management system and strengthen the emergency response The five major response measures for the construction of material mobilization and preparation management mechanism have provided effective theoretical and practical support for improving the Daqing Municipal Government’s flood disaster emergency material supply management system.
