Research On The "Three Communities Linkage" In Community Governance Of Renmin Road Street In Saihan District Of Hohhot

In the report of the 19th National Congress of the CPC,it is clearly pointed out that:"We should build a social governance pattern of co-construction,co-governance and sharing,and improve the level of socialization,legalization,intelligentization and specialization of social governance.".We will strengthen the development of a community governance system and shift the focus of community governance down to the grassroots level.We will give full play to the role of social organizations and see that government governance and social regulation can be achieved and residents can govern themselves in a positive way".Since 2013,the Ministry of Civil Affairs has,we will vigorously promote the practice of "three-association" and carry out policy incentives,taking the lead in Beijing,Shandong,Shanghai and Guangdong,and exchanging results.Since 2016,the state and the Ministry of Civil Affairs have issued a number of documents to promote community governance.This innovative model of social governance is conducive to the development of community construction and social public services,and is an important measure to promote and innovate the construction of social governance system and modern mechanism,and to enhance the modernization of social governance capacity.In recent years,the "three-association" has become the mainstream guiding ideology of community governance,is the focus of grass-roots social governance innovation.With the acceleration of the construction of the western region and the tilt of the Central Government’s policy,the Hohhot is full of vigor and vitality.A large number of people have moved in,which means that the masses have more diverse demands for services,the government also aims to maximize the realization of social interests.Moreover,Hohhot is a city with a complex ethnic composition,and traditional government and community services have been difficult to meet the needs of the people.All these have accelerated the pace of the localization of the Hohhot,and the existing experience has certain guiding significance for the promotion of the Hohhot,however,due to the great differences in the development stage of local economy,community construction and residents’self-government,the operation of "three-association" is short of concrete operability.In this paper,the objects of the People’s Road Renmin Road Subdistrict,in Sa(?)n district of Huhhot city are selected,and by using the methods of literature,Case Analysis and investigation,the present situation and predicament of the "three-association" in the community to which the Renmin Road Subdistrict,belongs are described and analyzed,and the causes behind the dilemma to explore the optimization strategy.This paper analyzes the role of the Party construction in leading the "three-association" model and the "three-association" in epidemic prevention and control,and advances some suggestions on the Party construction leading the "three-association" development and the response to public health emergencies,it provides the replicable experience for the development of the "three-society linkage" under the similar community,similar pattern and similar health emergency.The "three-society linkage" needs both bottom-up development and top-down promotion by the government.The government relinquishes the responsibility of management,the subjects of the linkage are precisely positioned,each has its own scope of responsibility,each performs its own duties,and forms a synergy to continuously enhance the level of governance,to ensure that the "three clubs"form a cooperative model and give full play to the "linkage" role.
