Study On Internal Supervision Of Discipline Inspection And Supervision Organs In China

Since the 18th National Congress of the Communist Party of China(CPC),the party has adhered to the principle of no restricted area,full coverage,and zero tolerance in fighting corruption,and has pushed ahead with a strong will and unprecedented strength.However,discipline inspection and supervision organs are not natural"safe deposit box",and discipline inspection and supervision cadres do not have innate "immunity"to corruption.lt can be seen from a number of cases of disciplinary inspection and supervision cadres that disciplinary inspection and supervision system is by no means a "pure land".After the 19th National Congress of the Communist Party of China(CPC),a national supervisory organ was set up to work in the same office as the commission for discipline inspection.All sectors of society pay close attention to the issue of whether disciplinary inspection and supervision organs can strictly prevent "black under the lamp".Discipline inspection and supervision organs must carry out effective internal supervision to prevent "black under the lamp".Based on the interpretation of "power rent-seeking" and "separation of powers" moral restricting power and right restricting power,etc power based on the theory of internal control,based on the historical development of internal supervision of discipline inspection organs in our country,analyzes the support disciplinary inspection and supervision work from the party and country to internal supervision consciousness began to germination,development to internal supervision,and strengthen overall supervision and development of the construction of the internal process.This paper focuses on the progress of internal supervision in legislation,work intensity and restriction mechanism.From the perspective of the development process and progress of internal supervision of discipline inspection and supervision organs,the importance of internal supervision of discipline inspection and supervision organs has been continuously deepened,and specialized internal supervision institutions have been constantly improved.The internal supervision system has been increasingly targeted and effective,and the internal supervision procedures have become more standardized and scientific.However,in the process of practical operation,the internal supervision of discipline inspection and supervision organs also has some problems,such as inaccurate grasp of the core,imperfect internal supervision system,enlarged functions of specialized internal supervision organs,and unsatisfactory combination with external supervision,which directly affect the play of the internal supervision function.On this basis,the author analyzes the causes of prominent problems existing in the internal supervision,and points out that the main reasons affecting the supervision effect are unscientific leadership mechanism,imperfect supervision procedures,lagging supervision methods,weak supervision focus and insufficient awareness of accepting supervision.,in turn,based on the discipline inspection work practice,further defined the discipline inspection authorities need to focus on supervision of power and supervision of the key aspects,analyzes the basic relationship influence the effect of internal supervision,puts forward to perfect the internal supervision of discipline inspection organs three-dimensional supervision mechanism,real discipline inspection organs internal supervision system and effective work.
