A Study On The Dilemma And Countermeasures Of "Village Amalgamation" In G County Of Z City And Countermeasures

The national strategic plan for rural revitalization(2018-2022)clearly states that it is necessary to make scientific arrangements for the distribution of rural areas in counties and the renovation of villages,and promote the full coverage of village planning and management.In recent years,"village amalgamation" has become a comprehensive reform exploration to change the pattern of urban-rural differentiation,accelerate the construction of new countryside,coordinate land resources and promote rural governance,which has been widely promoted in shandong,jiangsu,zhejiang and other provinces.The positive significance of"village amalgamation" is worthy of affirmation,but the problems and difficulties in the promotion are also worthy of our attention and reflection.How to better promote the comprehensive reform of "village amalgamation" based on the actual situation is a new subject faced by the new rural construction and rural governance.Based on G county "villages merged" since 2017 as a case,the further study of G county in advancing the "villages merged" overall planning and the main approach,in the contrast before and after the merger of living environment,village management and the villagers to participate in the development and changes,many aspects,such as discovery G county"villages merged" facing the unreasonable rural hollowing out and community construction,the villagers "self" and low participation,village-level management is difficult,and a series of services,from the spirit of village space reconstruction lack of overall and forward-looking,reshape and absence of cultural community and so on in-depth analysis of the root causes of trouble,Based on the knowledge learned and the actual situation in G county,the paper puts forward some Suggestions on how to get rid of the dilemma faced by "village amalgamating",which mainly focus on the overall planning and standardization of homestead management and community construction,the establishment of a diversified community governance mechanism and the optimization of the performance of duties by administrative subjects.The improvement ideas put forward in this paper have certain reference value for how to promote"village amalgamation" according to local conditions under the new situation.
