A Study On The Participation Of Primary Organizations Of China Democratic Parties In Social Governance

The third Plenary Session of the 18 th CENTRAL Committee of the COMMUNIST Party of China(CPC)proposed that "we should improve the way of social governance,stimulate the vitality of social organizations,prevent and resolve social conflicts to effectively innovate the system of social governance".The fourth Plenary Session of the 19 th CPC Central Committee clearly put forward "the general requirements and overall objectives of adhering to and improving the socialist system with Chinese characteristics and promoting the modernization of China’s governance system and governance capacity".Social governance is an important part of national governance.In the context of the world and national conditions,innovation in social governance system and improvement in governance capacity have become key issues in building socialism with Chinese characteristics in the new era.As participating socialist political parties with Chinese characteristics,the democratic parties have the functional advantages of reflecting social conditions and public opinions,providing social services and carrying out democratic supervision,and can participate in social governance directly or indirectly.Grassroots organizations of democratic parties are their smallest unit,whose members involve representatives in various fields.They are important subjects participating in social governance and an important force for social coordination and public participation.Therefore,grassroots organizations of democratic parties participating in social governance has its inevitability and reality.Based on this,this study based on the theory of polycentric governance theory,on the basis of the study of existing literature,questionnaire and individual interview method,the pad in C city grassroots organizations to participate in social management practice as an example,the analysis of the Democratic Party organizations at the grass-roots level to participate in social management widespread participation in social management consciousness is not strong,poor social service effectiveness,the insufficient participation in social governance,and the lack of the understanding of the dominant position from the Democratic Party’s basic-level organization to participate in social governance,lack of human resources,security system is not sound,lack ability attribution,Proposed from strengthening subject consciousness,enhance the sense of responsibility to participate in social governance,cultivate the political elite talent resources,and to participate in social governance,strengthen the institutional guarantee,merit to participate in social governance environment,strengthening the construction of their own,improve aspects and so on to participate in social governance effect is improved,so as to strengthen the Democratic Party organizations at the grass-roots level to participate in social governance effect.
