With the "comprehensive deepening reform" of the third Plenary session of the 18 th CPC Central Committee and the proposal of "ruling the country according to law" at the fourth Plenary session of the 18 th CPC Central Committee,the construction of China’s legal system has been gradually improved,but the phenomenon of insufficient law enforcement forces at the grass-roots level has become increasingly prominent."deepening reform in an all-round way" and "ruling the country according to law in an all-round way" complement each other.The reform of the legal system should not only be written reform,procedural reform,but also the self-innovation of the lawenforcement team.Take the public security organs as an example,the human resources of the police in the police are far from meeting the needs of law enforcement,which results in excessive pressure at the grass-roots level.With the increasing improvement of the legal system construction,accompanied by What is more,the cost of law enforcement is increasing,which aggravates the pressure of law enforcement at the grass-roots public security,and the auxiliary police force as a supplement to the law enforcement force,the reform of the auxiliary police force is bound to follow.In 2017,the reform of the auxiliary police of the Public Security Association began,how to change it into a problem worthy of discussion.This paper understands the history and development of the auxiliary police in China and foreign countries through the literature,and puts forward the problems existing in the auxiliary police force in combination with the present situation of the auxiliary police.The main are: one is that the professional authority is unknown,the second is that the income is not high,and the third is that the quality is uneven.These problems have seriously affected the grass-roots auxiliary police as a supplement to the law enforcement force,which is contrary to the theme of "ruling the country according to law in an all-round way" put forward by the Communist Party of China at the third Plenary session of the 18 th CPC Central Committee.From the point of view of human resources management,the team is uneven,the performance management incentive is insufficient,and the management system is old-fashioned.From thinking From the point of view of consciousness,lack of effective ideological education and legal education,self-identity awareness is not enough.From the point of view of welfare treatment,the grass-roots auxiliary police bear the same work as the formal police,but the treatment is worrisome,and the work with the same treatment is even harder,which results in the auxiliary police force can not retain talent.From the point of view of the legal system,the state has not issued specific rules and regulations for the auxiliary police,the professional authority of the auxiliary police is unknown,and its own rights and interests are more difficult to be protected.In view of the present situation of grass-roots auxiliary police,this paper puts forward some optimization suggestions from different levels.First,at the legal level to clarify the legal status of auxiliary police,law enforcement authority and responsibilities.The second is to refine the management norms of the auxiliary police,including the rights and obligations of the auxiliary police,training,education and other matters.Third,open the promotion channel of the auxiliary police,for the excellent auxiliary police to provide space for development.Fourth,strengthen financial support in the treatment of auxiliary police,improve the reasonable treatment of auxiliary police,strengthen performance incentive,so as to retain talents and achieve results.In this paper,the management optimization of the auxiliary police system is studied,mainly for the grass-roots auxiliary police.Through the analysis of the present situation of the auxiliary police at the grass-roots level,this paper finds out the existing problems,and puts forward how to optimize the management system of the auxiliary police from different aspects,enhance the strength of the auxiliary police force,and lighten the pressure of law enforcement at the grass-roots level of public security.
