Discussion On The Function Of Wuhan Municipal Government In The Supply Of Socialized Old-age Care Service

China has entered the stage of rapid development of population aging.It is an urgent task for China to explore the social pension mode with characteristics of The Times and Chinese characteristics,optimize the supply of pension services,and continuously meet the growing demand of elderly people for pension services.At present,China is trying to push the development and reform of the field of socialized old-age care to a deeper level,in which the government departments play an irreplaceable leading role.The performance of the government directly affects the improvement and innovation of the supply of socialized old-age care services.Therefore,carrying out the research on government functions in the supply of socialized old-age care services is of great practical significance to the construction of socialized old-age care system in China.This article selects 95 social endowment policy text,the central level by the method of grounded theory,using qualitative analysis software Nvivo11,follow the theory of “sampling","continuous" study of the principle,the related policy text contained in the government function,summarized the essential requirements and positioning,setting up the research framework of government function in the social endowment service supply,will the government function in the social endowment service supply is divided into four dimensions,respectively is: the palm and overall function,guide and cultivate the functions,specifications and regulatory functions,comprehensive support functions.After multi-dimensional demonstration,the research framework has a certain degree of scientificity and adaptability,which can better summarize and explain the government functions in the provision of social pension services.Based on the research framework,the role and status quo of wuhan city government in the social endowment service supply,to find the defects of wuhan city government functions to perform,and puts forward the wuhan municipal government need to strengthen the leading responsibility,establish a comprehensive training mechanism,social forces to form a multidimensional linkage supervision system,integrate the advantage resources,optimization services.
