Research On The Treatment Of Public Opinion In NIMBY Project

With the rapid development of the city,the project of NIMBY avoidance comes into being.Under the influence of the public opinion of NIMBY avoidance,the public relies on subjective cognition to produce risk conflict to the project.When the public think that the upcoming Nimby Project will pollute the surrounding environment and even endanger their lives,it is easy to cause NIMBY conflict.Therefore,the social public opinion plays an important role in the construction of the NIMBY Project,and it even affects whether the project can really land.Panyu is located in the south central part of Guangzhou.There are more than 3 million people living,working and living here.It produces about 2500 tons of domestic garbage every day and increases at the rate of 12% every year.In the face of "garbage besieged city",Panyu has actively promoted the treatment of domestic garbage in the past 20 years,implemented various forms of comprehensive garbage treatment(garbage classification,garbage incineration and power generation),and achieved phased results.However,this road is not smooth sailing,especially in promoting the site selection of Panyu waste incineration power plant,because of the proximity effect,the public questioned the government’s decision-making.After the strong intervention of traditional media and new media,the proximity public opinion continued to "ferment",causing negative effects,public opinion crisis and proximity conflict,which became a national public management event.This paper takes this case as the research object,combines the theory of NIMBY conflict and the theory of risk management,adopts the research methods of literature research and case study to study the related problems of public opinion response NIMBY Project,analyzes the phenomenon of NIMBY Project construction and public opinion conflict,and the difference between general public opinion response and NIMBY Project public opinion response,and combs out the construction of NIMBY Project The negative effects,influencing factors,and the performance and causes of the government’s mistakes in dealing with public opinion in the early stage of the event.This paper focuses on the review of the evolution process of the site selection event of Panyu waste incineration plant,and divides the event into four stages: "garbage siege,finding a way out","media intervention,causing crisis","public struggle,projectstop","participation of the whole people,discussion and decision-making".It studies the problems existing in the public opinion response of the event,and finds that the government has a neighbor avoiding public opinion response in the public opinion response The main reasons for these problems include: first,the lack of awareness of active response to the public opinion in the NIMBY,the lack of awareness of risk communication in the NIMBY,the lack of awareness of public opinion risk prevention,and the lack of awareness of public demand response.The second is the imbalance of coordination and linkage caused by the segmentation of sections.The main factors are the imbalance of the main relationship of public opinion response,the lag of the construction of public opinion response mechanism,and the lack of guidance and control of online public opinion.The third is the one-dimensional management and control mode adopted by the NIMBY decision-making,which is mainly due to the prominent government control thinking,the lack of consultation and co governance system,and the lack of public participation guarantee.Based on the above analysis,this paper focuses on the research and puts forward the relevant strategies for the problems existing in the public opinion response of the proximity project.First of all,we should establish the concept of avoiding public opinion actively and timely,strengthen communication and enhance crisis awareness,intervene risk in the bud in advance,and attach importance to public demands based on the people.Secondly,we should strengthen risk communication and public opinion guidance and coordination,clarify the main body responsible for the response,establish and improve the response mechanism,and strengthen the guidance and supervision of online public opinion.Finally,it is necessary to realize the cooperative governance of multiple subjects in the NIMBY conflict,establish the concept of limited government to promote good governance,build a democratic discourse system of NIMBY decision-making consultation,and fully guarantee the public participation to avoid the hidden decision-making.This study hopes that "throwing a brick to attract jade" will have positive enlightenment and reference value for the government to do a good job in public opinion response,reduce or avoid the occurrence of NIMBY conflict in the construction of public works in the future.
