Research On Social Work Involved In Public Security Letters And Visits ——A Case Study Of H City

Under the background that China’s socialist reform and opening-up has entered the deep water area and various contradictions are becoming increasingly prominent,as a special right relief method,public security letters and visits is an important window for public security organs to understand social conditions and public opinions,ease social contradictions and are also working guidelines for public security organs to promote self-improvement.In social governance,it serves as a link between the people and the public security organs and is an important way to build a harmonious society.However,the traditional "top-down" mechanized work style of public security letters and visits has exposed increasingly obvious defects and is difficult to meet the needs of social development under the new situation.At present,the number of public security letters and visits cases is increasing year by year,with obvious trend,low resolution rate of letters and visits,and serious backlog of cases in H city.Letters and visits tend to be extreme and extreme with frequent occurrence of stalking and disturbing visits and intensification of social conflicts.Letters and visits are developing in a mass trend,with increasing political and sensitivity.Public security organs are facing great pressure to deal with letters and visits and the work of letters and visits is in trouble.Under this background,this study introduces social work into the field of public security letters and visits,tries to solve these problems by using social work theories and methods and puts forward new countermeasures and suggestions.In this paper,from the perspective of social work,the methods of literature,in-depth interview and participation observation are adopted.Aiming at the prominent problems in the work of H city’s public security petition,the typical case of that was selected and the case study was taken as the starting point.Combined with the author’s experience in the work of grassroots petition,how to apply social work methods to intervening in the work of public security petition was explored,and investigation and research were carried out accordingly.The research shows that: the public security petition masses have the needs of solving demands,psychological comfort and self-realization.When social workers intervene,they should first consider the needs andpractical difficulties of the parties concerned.The professional methods,skills and modes of social work can be used,combining with the crisis intervention and rational emotional therapy mode,to guide the masses to appeal rationally.The social workers shall actively undertake the roles of the parties’ demands transmission,information consultation,emotional counseling and resource integration.The social workers also need to provide a comprehensive and powerful social support force for petitioners,guide them to improve their ability,help them realize self-assistance and completely eliminate the idea of petitioning.This method can assist the public security petition department to deal with the petition cases in a more optimized and flexible way,forming a "social work + petition" working mode,so as to "change blocking into sparse",to provide a "actionable" and "solvable" environment for the petition masses,and finally resolving conflicts and promoting social harmony.
