Research On The Construction Of The Intelligent Party Construction System In The New Era

Rapid development of network information technology promotes human society to enter a new era of big data,Internet of things and intelligence.To promote the construction of the Party in the new era with "smarter party construction",the exploration and practice of the new great project has opened a new chapter of deepening the overall strict governance of the Party and continuously improving the governance ability.Informatization and intellectualization have great practical significance and far-reaching historical value for the construction of the party.This paper systematically analyzes the development process,stage characteristics and significance of networking and informatization in the Party construction of the Communist Party of China,summarizes and refines the basic practices,typical experiences and advantages and disadvantages of Western political Parties and domestic Parties in promoting the Party construction with digitalization and intellectualization,and explores and proposes the application of big data,cloud services,block chain and artificial intelligence in the construction of smarter Party basic framework,basic ideas and path strategies.The main problem that this paper studies and tries to solve is "how to build a smart party building system".Through literature research,interview and exchange,questionnaire survey and case analysis,This paper discusses what is the construction of the smart party,why it should be built,how it is built now,and what to do in the future.The main contents of this paper are as follows.(1)The first is to sort out the development process of informatization and intelligence of Party construction,and analyze the background and significance of the research on the construction of intelligent Party.(2)The second is to put forward the related concepts and theoretical basis of Party building informatization and Party building intelligence,which has certain systematicness,novelty and foresight for the theoretical research of smarter Party building.(3)The third is to study the current situation of smarter Party construction at homeland and abroad,summarize and analyze its historical evolution,foreign cases,Sichuan practice and domestic typical experience.(4)The fourth is to investigate and analyze the deficiencies and difficulties in the construction of the smarter Party construction system,design questionnaires,carry out surveys and summarize analysis.(5)The fifth is to put forward the preliminary framework,basic ideas and implementation strategies for the construction of the smarter Party construction system,including the construction of "smarter Party construction data cloud",the development of "six application platforms for smarter Party construction",the establishment of "Party construction data intelligent computing center" and other emerging contents.(6)Sixth,it proposes the basic guarantee for the construction of the smarter Party construction system,including the overall coordination of the whole Party and the whole society,policy support,technology research and development,talent cultivation,safety prevention and control,etc.Building a smarter Party building system is an objective requirement for the development of big data,Internet of things and intelligent new era,and also an important way to promote the scientific and modern construction of the Communist Party of China.As a systematic grand project and frontier sunrise industry,smarter Party construction has broad prospects and infinite possibilities.The author hopes to make great efforts from two aspects in the future research.On the one hand,further in-depth,systematic and macro research on the panoramic model and three-dimensional framework of smarter Party building not only studies the network information technology itself,but also studies the impact and role of technology promotion on politics,economy,society,humanities,etc.On the other hand,efforts should be made to seek technological breakthroughs from organizations,cadres,talents,policies,offices and other businesses,build precision technology platforms on the basis of scientific planning and top-level design,and then integrate and apply each technology platform.The Party’s construction business and content covers all levels of society.How to effectively gather,mine and apply a large number of digital data and profound information resources is an era topic that will always be on the way.
