Research On The Problems In Local Legislation Of Districted Cities In China

Since ancient times,Gansu province has been the transportation hub of the northwest region and the strategic passage of the Silk Road.Especially in the implementation of the "One Belt And One Road" strategic thought under the background,gansu ushered in a new wave of development,standing at a new historical point.However,new opportunities are bound to have new challenges,in the process of deepening the reform,under the requirement of "major reform must be based on the law",put forward higher requirements for the rule of law construction in Gansu Province,especially for local legislation.The first chapter of this paper summarizes the actual operation of the local legislation in the cities divided into districts in Gansu Province.The second chapter,based on the status quo of representative districted cities in Gansu Province,studies the existing problems in the local legislation of districted cities in Gansu Province and finds the commonness of the problems.In order to further analyze the local legislation of districted cities in China,in Chapter 4,the author selected three cities divided into districts in the eastern,central and southern provinces as the research objects,studied the problems arising in the process of local legislation,compared them with Gansu Province,and found the similarities and differences.Finally,in the fifth chapter,according to the actual situation of Gansu Province,this paper summarizes the measures to solve the local legislation problem of cities divided into districts in Gansu Province,in order to develop and consolidate the regional economy of Gansu Province,strengthen its rule of law construction.Through empirical research and literature analysis,it is concluded that the problems of districting cities and localities in Gansu province are mainly reflected in the lack of pertinence and innovation of local legislation in general,the need for improvement of legislative technology and ideas,and the deficiency of legislative hearing system.There are many factors causing these problems,which can be analyzed from both subjective and objective perspectives.The subjective aspect is mainly caused by the lack of legislative talents,the limitation of local habits and the legislators’ inadequate excavation of local characteristics.Objectively,it is due to the influence of the party and government offices,the imperfect consultation system of local legislative experts and the lack of local legislative resources.In this regard,the author thinks that we can strengthen the local legislative characteristics,improve the legislative level and perfect the legislative hearing system to start,aiming at gansu province divided into districts of the city of local legislation existing problems to put forward countermeasures.
