Study On Environmental Risk Assessment System Of Transgenic Animals

The research and application of transgenic animals is one of the most dynamic fields of biotechnology in this century.It shows great potential in animal husbandry,food and medical research.With the development of transgenic animal technology,the possible environmental risks of transgenic animals are gradually revealed.At present,China’s legal regulation on environmental risk of transgenic animals is not perfect.The environmental risk assessment system of transgenic animals is an important part,but it is only mentioned in some legal norms in the agricultural sector,biosafety management and other fields.Therefore,the establishment of a complete environmental risk assessment system for transgenic animals is a common requirement for the development of science and technology and the ecological environment.In this paper,starting from the status quo of environmental risk assessment of transgenic animals,analyzes the problems existing in the system of environmental risk assessment of transgenic animals,comprehensive analysis of the cause of the problem with the foreign system of environmental risk assessment of the horizontal comparison,and combining with the environmental law theory of our country,to establish and perfect the system of environmental risk assessment of transgenic animals in our country.Transgenic animal environment risk assessment system in China is currently in its infancy,the environmental risk assessment of transgenic animal system analyzes the present situation of the legislation present situation and the practice under the circumstances of less in the domestic relevant examples,using the fluorescent fish as a case in the United States,do the reality of our country,it is concluded that the genetically modified animal transgenic animal existence environment risk assessment system of assessment subject single,evaluation content is not comprehensive and assessment standards are inconsistent,classification assessment mechanism lack and evaluation system of specific problems such as lack of legal responsibility.Then it is analyzed that the specific causes of the problems in the environmental risk assessment system of transgenic animals include the lag of legal regulation,the scientific uncertainty of environmental risk,and the contradiction between "technological development" and "environmental protection",which are all the causes of the defects in the environmental risk assessment system of transgenic animals.Given the transgenic animals in outside slightly ahead of the legal system of our country,and then through to the outside of the legal system of environmental risk assessment of transgenic animal,to countries outside of environmental risk assessment of transgenic animal model is divided into "technology development priority" evaluation model and evaluation model of "environmental protection priority".Then based on two different models of legislative attitude,main body and content analysis,the concept and the development of environmental protection concept in our country,the cautious assessment concept is obtained,multivariate evaluation subject and scientific assessment of the content on our country’s environmental risk assessment of transgenic animal system construction is the most beneficial conclusion.Then through the above analysis of the theory and practice,clear the precautionary principle,the principle of case assessment and public participation principle as the basic system of environmental risk assessment of transgenic animal legislation principles,requirements in the environmental risk assessment of transgenic animals to carry out the three principles,provide theoretical support for environmental risk assessment of the transgenic animals.Finally,after clarifying the legislative principles,it is necessary to improve the environmental risk assessment system of transgenic animals,including establishing multiple assessment subjects,determining the assessment content,unifying the assessment standards,establishing the classification assessment mechanism and clarifying the legal responsibilities.
