| Every industry has its own code of conduct and code of ethics to guide its practitioners to maintain the development of the industry in accordance with the corresponding requirements and achieve professional honor.The professional ethics of supervisors is the sum of the psychological consciousness,code of conduct and other relevant norms that should be possessed or followed in the process of their practice.Our country attaches great importance to the construction of professional ethics of legal workers,judges,prosecutors,lawyers and other industries have corresponding professional codes of conduct or professional ethics.Article 14 of China’s "supervision law" stipulates that "the State shall implement the system of supervisors,and determine the system of rank setting,appointment,removal,evaluation and promotion of supervisors according to law." This shows that the state pays great attention to the professional ethics of supervisors,and the construction of professional ethics of supervisors must be the key consideration of the state.In the process of professional ethics construction,what factors need to be considered and what problems exist are worthy of scholars’ consideration.The core idea of professional ethics of supervisors is "loyalty,cleanness and responsibility".The professional ethics of supervisors and other legal professional ethics have the common characteristics of maintaining the legal dignity of the constitution,pursuing the value of fairness and justice,and being honest and professional;the professional ethics of supervisors in China has the characteristics of stronger political nature,heavier sense of responsibility,higher self-discipline and greater demonstration;the professional ethics of supervisors contains education shaping,evaluation guidance,incentive and restraint It is of great significance to the promotion of the supervisor’s moral and behavior standards.Through understanding and observation,the author thinks that the construction of the professional ethics of the supervisors should be strengthened at present,and the problems existing in the professional ethics consciousness,professional honor,professional ethics norms,legal knowledge level,supervision and evaluation of the supervisors should be analyzed and solved one by one.Strengthening the construction of the professional ethics of the supervisors will help the supervisors to improve their quality and perform their duties in a standardized way,help the supervision committee to fight against corruption and protect human rights in accordance with the law,and help China to speed up the process of the rule of law.Therefore,it is necessary to improve the professional ethics of supervisors.From the organizational level,in order to strengthen the construction of supervision professional ethics,we should first of all strengthen the basic education of legal professional ethics and the professional ethics education after employment from the perspective of strengthening education and training.Secondly,from the perspective of the personal development of supervisors,we should improve their professional status and treatment level,and let them cherish their professional honor.Third,when the reform is not completed,we can learn from the successful experience of the pilot reform of the supervision system,select individual provinces to carry out the pilot reform of post system supervisors,and urge supervisors to improve their personal quality in an all-round way.In addition,the construction of professional ethics of supervisors should also be followed up in time,so that the supervisors can internalize and absorb themselves according to the corresponding requirements.Finally,from the perspective of encouragement and punishment,strengthen the supervision and evaluation of supervisors to consolidate the effectiveness of the construction of supervisors’ professional ethics. |
