Research On The Government Responsibility In The Community Home-based Pension Model In Jilin Province

The aging of population is a problem that Jilin Province has to face.The traditional family pension is to let the children of the elderly bear the responsibility of supporting their parents,which means that the children of the elderly have to work at the same time and take good care of the life of the elderly,which makes them face the double burden of mental pressure and economic pressure.Due to the influence of traditional culture in Jilin Province,institutional pension can not satisfy the idea that the elderly can enjoy pension services at home,and institutional pension also makes the family bear a higher cost,which is no different from causing a greater burden to the family,so it has not been accepted by many families,and there is no way to solve the pension problem caused by the aging population in Jilin Province.In recent years,with the continuous development of social economy,the pension needs of the elderly have also changed,becoming more and more diversified and personalized.Traditional family pension and institutional pension can not meet the pension needs of the elderly,which requires the Jilin provincial government to solve the pension problem,so the community home-based pension has developed.Community home-based pension can make the elderly not need to leave their families,and enjoy the pension services provided by the community in their familiar living environment.Community home-based pension can not only meet the diversified pension needs of the elderly,but also reduce the economic and mental pressure on their children,which is the first choice for the elderly at present.This paper also believes that when developing the community home-based pension model in Jilin Province,the government must take the leading responsibility.In this paper,three theories are used,i.e.public product theory,welfare pluralism theory and new public service theory.In addition;through literature research and other methods,the paper analyzes the government’s performance of responsibilities in the community home-based pension model in Jilin Province,and finds that Finally,according to the actual development of Jilin Province,the paper puts forward the countermeasures to improve the government’s responsibility in the development of community home-based pension.
