The Research Of Government Regulation Of Sharing Bike Parking In Beijing

Shared bicycle industry has sprung up in China in recent years.It's sweeping the globe.Even known as China's four new inventions with online shopping,high-speed rail and mobile payment.It is supported by the government for its green environmental protection,energy saving and low cost.For a time,the bicycle industry group has been sharing all kinds of colors to seize the market.Capital from all sides has been injected with the wind,which has set off a wave of new industries.However,with the rapid expansion and development,the social problems brought about by it are also highlighted.Among them,the problem of random parking is the most important one in the field of transportation,which brings new pressure to urban governance,and thus attracts the attention of the government.Beijing,as the capital of our country,has tested the government's management functions in terms of its appearance,traffic management and other aspects.Although the government responded quickly to the problem of shared bicycle parking,formulated relevant norms and opinions to guide and regulate the parking problem,the effect is very little,and the problem of shared bicycle parking is still everywhere.In order to improve the problem of random parking of shared bicycles and standardize the development of shared bicycle industry in Beijing,this paper discusses the connotation of the concepts of shared bicycles,parking sharing,and government supervision of bicycle parking.From the perspective of government supervision,through literature research,field observation,comparative analysis and other methods,using the theory of shared economy,government regulation,intelligent transportation,etc.,the reasons for the problems arising from the supervision of shared bicycle parking are closely analyzed.Starting from several aspects,such as policy institutions and ways of fund supervision,this paper analyses the problems and finds out the shortcomings.By referring to the successful experience of domestic and foreign cases,this paper puts forward feasible countermeasures and suggestions to improve the disordered parking problem of shared bicycles caused by inadequate supervision.Standardize the benign development of shared bicycles in Beijing.These countermeasures and suggestions including strengthening top-level design in policy,reducing cross-function in institutions,increasing investment in infrastructure of shared bicycle parking areas in funds,strengthening multi-party supervision,and grasping the intensity of supervision.Shared bicycle is a new industry,and the government generally encourages and supports its development.The government should also pay enough attention to the social problems caused by its expansive developrent,such as the phenomenon of random parking.The phenomenon of random parking has caused public management problems such as impacting the appearance of the city,causing traffic congestion and so on,which makes government supervision become a necessary means to standardize the development of shared bicycles.The study of government regulation on sharing bicycle parking helps to promote the healthy and orderly development of the industry,and enables people to enjoy the convenience of environmental travel.At the same time,enterprises should also shoulder social responsibility.With the joint efforts of government,enterprise and users,the clean and unobstructed city environment around the capital is also under way.
