| Vietnam was once one of the poorest countries in Asia and later developed into lowincome countries.In developing countries,there are countless examples of success,and some official media have hailed it as the "Vietnam’s economic miracle." Because Vietnam has no financial support,no experience and no navigation aids,and no core technology,the Vietnamese government has made great efforts to attract official development assistance from other countries as a driving force for its development.Thanks to its unremitting efforts,many donor countries and donor agencies worldwide have been paying attention to Vietnam’s development through official development assistance.South Korea is one of the poorest countries in the world since the Korean War more than 70 years ago and is also receiving aid.South Korea has been able to provide more effective official development aid to Vietnam,the recipient country,as it has many historical and cultural similarities,as well as many similarities between Korea’s development process and Vietnam’s development process.Among the recipients of official development assistance in South Korea,aid to Vietnam is the most active,which has contributed immensely to Vietnam’s development.In terms of international development aid,the aid project between Korea and Vietnam also needs to actively seek change due to global changes.Therefore,it needs to be discussed again over the past 30 years or so about the trends,trends and efficiency of official development assistance in Korea.This article analyzes the course and policy of official development assistance in Korea through data and forms,and studies the causes,characteristics,fields and progress of official development assistance in Vietnam,Then,in the course of Korea’s development assistance to Vietnam,the three largest areas of development projects were focused on transportation,agriculture and education,This study looks for problems and improvements in the status and characteristics of development aid in order to find effective official development assistance methods.In addition,the actual benefits and problems gained from official development aid between Korea and Vietnam are analyzed through research on Korea’s official development assistance and the reasons why the Korean government is implementing official development assistance to Vietnam,The economic,political and diplomatic effects of Korea’s official development aid on South Korea,which provides aid to the recipient country,and Vietnam are analyzed in terms of international relations.However,many problems have arisen as Korea’s official development assistance has a short history.For example,the complexity of the promotion process,poor inter-departmental consultation,poor post-management,and poor financial efficiency have led to inefficient delivery of aid to donor countries,and we will find solutions through more research.The focus of this research paper is on whether official development assistance in South Korea can truly become a necessary and effective aid for Vietnam. |
