After the World War II, as a defeated country, Japan’s diplomatic activities space in thepolitical and military was narrow. And economic diplomacy becomes an inevitable choice forJapan to gain diplomatic breakthrough. Official Development Assistance (ODA) is an importantand effective means of Japan’s economic diplomacy. Through providing Official DevelopmentAssistance to developing counties of Asia and other regions, Japan successfully opened the doorof these countries, and then deepens diplomatic relations with it. Japan’s Official DevelopmentAssistance to Vietnam began with the war reparations, which is Japan pay to some SoutheastAsian countries due to Japan’ aggression in World War II. With the developing of theinternational situation and the development of the bilateral relationship between Japan withVietnam, as well as the adjustment of Japan’s foreign policy, Japan’s Official DevelopmentAssistance for Vietnam has gone through different periods of change.This article first put Vietnam’s diplomatic relations with Japan as a timeline, and thencombing Japan government’s historic development of ODA to Vietnam. On this basis, thispaper wills analysis the main motives of Japan provides ODA to Vietnam, and what’s Japan’sgains in this process. Finally, this article wills analysis these problems which existing in theJapan’s ODA to Vietnam, and try to predict the prospect on this question.
