| Since 2007,with the promotion and deepening of the construction of safe city and snow bright project of the Ministry of public security,the construction of video monitoring system has gradually risen in the whole country,and plays a very important role in the investigation and case solving.Video investigation has also become a new investigative means commonly used by investigation organs and investigators.After more than ten years of construction and development,the current video monitoring system in our country not only has a considerable scale in quantity,but also improves in performance through the upgrading of hardware,and gradually becomes a sharp tool to combat and prevent crime in judicial practice.However,with the development of modern science and technology,especially the rapid development of big data technology and its wide application in life practice,the traditional video monitoring and video investigation work began to show obvious lag.In the face of massive information and limited human resources,the video investigation work of investigation machine must also comply with the background of big data to take positive measures.At the meeting of the directors of the National Public Security Bureau held in February 2018,it was clearly proposed that: The public security organs must take big data as the big engine of innovation and development,cultivate new growth points of combat effectiveness,vigorously implement the big data strategy of public security,strive to build data policing,build intelligent public security,comprehensively promote the reform of public security work quality,efficiency and power,and realize the leap forward development of public security organs’ combat effectiveness.This call is the response of public security organs to the reform of public security work in the era of big data.For the police video investigation work,the application of big data technology can not only enrich the important sources of various case clues and evidences for the video investigation work,but also bring new thinking modes and ideas to the police video investigation work.In this context,the research and exploration of how to build and make full use of big data video investigation platform in the police video investigation work not only has profound theoretical research value,but also can provide important reference for the practical work of video investigation.This paper starts with the related concepts of video investigation and big data,on the basis of elaborating the concept,significance and big data background of video investigation,analyzes the existing problems of video investigation in China,and puts forward the corresponding countermeasures.The structure of the paper is divided into three parts,the main contents are as follows:The first part is an overview of video investigation in the context of big data.This part starts with the definition of the concept of video investigation,expounds the relationship between video investigation and traditional investigation,and then puts forward the requirements of video investigation under the background of big data on the basis of introducing the background of big data.The second part,the current problems and causes of video investigation in China.This part analyzes the existing problems in the current video investigation work in China from the aspects of team building,the utilization rate of video monitoring data information,the application of technology and warfare methods,and the working mechanism of video investigation.The third part is the optimization of video investigation in the background of big data.In this part,the corresponding countermeasures are put forward for the problems in the video investigation analyzed above: strengthening the team building,improving the utilization rate of video monitoring data information,improving the application of big data technology in video investigation,and establishing a standardized video investigation mechanism. |
