| At present, all kinds of social contradictions increasingly prominent in the process ofsocial development. Criminal crime in China becomes more and more liquid and the amountof crime increases unceasingly. All kinds of new type of illegal crimes have brought greatchallenges to the police. Due to the restriction of various factors, the traditional detectionmeans and measures is difficult to improve the detection efficiency, and inherent investigativeresources also faces many restriction. Therefore, strengthen the research on the application ofvideo monitoring system in the investigation will help change the present dilemma.This paper is divided into five parts, and the full text subject has more than twenty-onethousand words.The first part puts forward a new type of detection model of the video monitoring imageinformation applied in the investigation. Video monitoring image used in investigation is notonly a kind of "information that is from image to people" investigation mode, but also a kindof current investigation mode. The author discusses the current investigation in this part andputs forward the concept of the current investigation whose characteristics are expoundedfrom the following six aspects: Investigators and objects are in the same space and time;Investigation activities is orthodromic; Investigation prove is direct; Cognition ofinvestigation activities is more certain; Investigation of high efficiency and low cost; Thefunction of investigation of the crime control and prevention is strong.The second part states the value of the application of this video monitoring system in theinvestigation. Research on this value is the premise of the video monitoring imageinformation better applied in the investigation. Research on the value includes six aspects:Investigation mode of video monitoring applied in the investigation changes from thetraditional relatively passive detection mode to the investigation mode that is under thesupport of the video monitoring; Reverse thinking of investigation enhance the uncertainty ofcriminal investigation, and the application of video monitoring makes up for the defects in acertain extent; Video monitoring system makes the investigators no longer only rely on thescene and material evidence for clues, thus broaden the scope of criminal investigation tocollect clues; Video monitoring data can be not only used as the evidence of interrogation,and its content can also support court trial, which promotes litigation process; Regular monitoring for special industry can reduce the occurrence of crime; Investigators can usevideo monitoring image information to investigate the suspect, vehicles and so on whether theone they need, and finally determined the suspect.The third part introduces the application of video monitoring system in investigation.Investigators can analyze the criminal suspect’s physical and physiological characteristicsthrough the video monitoring system; they can analyze the suspect’s occupation and regionalcharacteristics and analyze their abnormal phenomenon; with the analysis of the relationshipbetween the victim and the suspect they can find the suspect. Investigators can analyze thetype and detail characteristics of traffic tools, and focuses on analyzing the vehicle licenseplate characteristics so as to find suspicious vehicles and finally identified the suspect. Withthe analysis of the tool that the suspect used and the carry-over they also can identify thesuspect. At the same time, a large number of potential information need to be unearthed fromthe video monitoring, such as communication data, Internet data, etc. Under certaincircumstances, unearthing the potential information is the key to crack a criminal case.The fourth part analyzes the problems existing in the application of video monitoringsystem in the investigation. Research on the problem focuses on the current situation in theapplication of video monitoring system to study the existing problems, in order to improve theapplication of video monitoring system. At present, the layout of the equipment installation isnot reasonable, and it’s difficult to realize "universal coverage"; management standard andwork specification of video monitoring system also remains to be perfect; lacking ofspecialized talented person makes the application of video monitoring image informationrestricted; it has become an urgent problem to be solved that how to protect the privacy ofcitizens when we use video monitoring system in investigation; it has become anotherproblem that how to improve the network level and promote the sharing of the informationresources under the condition of diversification of constructer.According to the fourth part’s several aspects of problems, the fifth part puts forward thecorresponding measures. Through the scientific evaluation of the area video monitoringsystem installed and promoting the installation system systematized we can improve thelayout. At the same time, we need to study the successful experience in some area in order toimprove our management and we also need to promote the improvement of the workingmechanism by establishing the responsibility and mechanism and the rewards and punishmentmechanism. The protection of privacy of citizens can be from the legal regulation and the establishment of various systems such as the system of information on secrecy, preservation,destruction.
