Research On The Operation Of The Sub-district Office Of "Small Urban Area And Big Rural Area"

The sub-district office is the foundation of the grass-roots management system of urban governance and the key point of transforming the advantage of socialist system into governance efficiency.It is an extremely important part of urban management.The improvement of the responsibilities and functions of sub district offices will effectively promote the modernization of the governance system and governance capacity in China.China has vast territory,each province and city has different economic situation and urbanization degree,so the local sub-district office in their own form and face the management affairs are not completely the same.At present,there are mainly three types of sub-district office in China: sub-district office composed of urban communities,sub-district office composed of most urban communities and a small number of rural communities and administrative villages,sub-district offices composed of most rural communities and administrative villages and a small number of urban communities.Based on three type "small city and big countryside" sub-district office of District C as the research object,through to the type "small city and big countryside" street agency of District C of on-the-spot investigation,put forward by the majority of rural communities and a small number of urban community "small city and big countryside" type of sub-district office’s problems and solutions.The first part of this paper mainly introduces the related concepts and theoretical basis.The legal status of the sub-district office is the branch office of the superior government,whose main responsibility is to serve the daily life of residents in the area under its jurisdiction and guide the daily work of the community.The main feature of the sub-district office of "small city,big countryside" is composed of most rural communities and a small part of urban communities.Its organization setting and the key emphasis in work are the same that compare with county government.The second part introduces the basic situation,relevant functions and work practice of the three sub district offices in District C.The representative Y sub-district office of district C is selected for work practice.Its work practice in 2018 mainly includes: promoting economic development,doing a solid job in people’s livelihood construction,consolidating party construction,improving the political position of sub district office,and deepening the construction of clean government.The third part describes the problems faced by the three sub-district offices in District C and the reasons.The main problems are as follows: Administrative division needs to be optimized,development focus shifted,power and responsibility imbalance,complex relationship with the community and departments,inspection and assessment system needs to be standardized,funds need to be strengthened,its organizational and coordination ability is not fully played,the talent team need supplement,the establishment is difficult to implement.The fourth part puts forward its development path and reform direction by summarizing the problems existing and faced by the three sub-district office in district C,mainly including: perfecting relevant laws,reshaping its development orientation,perfecting the planning of administrative regions,rationalizing the relationship with departments and communities,standardizing the inspection and assessment system,and strengthening the construction of talents.
