Issues related to equality in higher education have always attracted the attention of countries all over the world.Due to the scarcity of higher education resources,especially high-quality higher education resources,the equal distribution of higher education resources is particularly tricky.The debate in the academic circles on how to distribute higher education resources on an equal basis has never stopped,but it has never escaped from a common moral concern: the moral value of human equality,which is also a basic requirement of society for the government to provide and distribute higher education resources.This means that the government should give citizens the same attention and respect when providing higher education opportunities and allocating higher education resources.This is also the basic view of this article,that is,equality in higher education should be based on the same moral status of human beings.Under the requirements of the same moral status of human beings,the same moral status of human beings should be guaranteed and the equal value of human beings should be realized.Higher education is a part of development education and is a part of the equal rights of citizens’ education.Therefore,issues related to the equality of higher education should be explored in the context of equal rights of education.The right of equal education is the claim of equal rights in the field of education and the equal rights of citizens.Combination with the right to education.According to the requirement of equal rights in education,the distribution of higher education admission opportunities must be equal among the individual educated,but equality does not necessarily reject differences.First of all,equal access to higher education is the meaning of the right to equal education.The aspect of higher education equality should directly point to each individual educated,not the general equilibrium or the regional equality in a broad sense.Because people cannot be measured only by tool value,people have endogenous value,and this endogenous value of all people is equally important;and higher education is development education,higher education enrollment opportunities will directly affect each individual educated In order to pursue their own developmental situation,giving up or ignoring to a certain extent the equality of the distribution of higher education enrollment opportunities is tantamount to disrespecting the neglected possibility of individual development.Secondly,although equal access to higher education requires respect for the equally important endogenous values of people,it does not necessarily mean that higher education admission opportunities are provided indiscriminately.First,in view of the differences in the level of talent and skills between individuals,the average distribution of higher education resources is not only unfair and unjust.The result of the average distribution of higher education resources is that,except for a small number of people,the level of talent can be adapted to the higher education resources they receive.In addition,the vast majority of people are unable to obtain higher education resources suitable for their talent levels,and this approach rejects the possibility of people with different talent skills fully developing their talent skills.Therefore,morality is more willing to provide people with higher education resources that match their talent levels and skills;second,due to poor innate luck,such as those who born in poor families,compulsory education and high school education,backward areas should be compensated.Based on this,this article makes a rational reflection on the current inequality in the distribution of higher education admission opportunities among regions,urban and rural areas,and between different social strata in China,and analyzes various factors that lead to inequality in higher education admission opportunities,and whether these factors are legitimate Whether it can be accepted by rational citizens and seek solutions.
