| How to achieve rural revitalization is an important issue in the field of agriculture and rural areas.Capital going to the countryside is an important measure to solve the issues concerning agriculture,countryside and farmers and to realize the modernization of agriculture and countryside.In order to realize the upgrading and transformation of traditional agriculture,promoting the industrial and commercial capital to participate in agricultural management and rural construction in the countryside.The practical research shows that the capital going to the countryside has produced complex economic,social and political effects.The capital going to the countryside has solved the problem of insufficient rural capital elements.The combination of capital elements and rural resources can effectively promote economic growth,but it has produced problems such as industrial and commercial capital and people’s struggle for profits,and the disintegration of rural governance publicity.It should be noted that the multi-dimensional effect of capital going to the countryside does not come from the "exogenous" problem of capital elements in essence,but is closely related to the reorganization of the state,market and social forces in the rural society,as well as the resulting changes in rural governance order.Based on the perspective of order dimension,through the in-depth study of typical cases of capital going to the countryside,this paper reveals the process,logic and influence of capital going to the countryside on rural governance order,and seeks the optimal path of rural governance order under the background of capital going to the countryside.With the adjustment of the state,market and social forces,the order of rural governance has been constantly moving.After the capital went to the countryside,the countryside has entered a new stage of market-oriented development,and the order of rural governance has evolved into a new form.By constructing the ternary analysis framework of "state-market-society",this paper explores the order dimension of capital going to the countryside,and puts capital going to the countryside in this analysis framework to investigate the process of the reconstruction of rural governance order.The research on the practice process of capital going to the countryside in M Town,s County,Hubei Province shows that local government and industrial and commercial capital are two representative forces to promote capital going to the countryside,showing different behavior patterns in practice.Capital going to the countryside releases the new vitality of social development,rebuilds the multiple social subjects in the countryside,reshapes the power structure ofrural governance,and then rebuilds the multi-dimensional power interest network in the interaction and integration of local government,industrial and commercial capital and social forces,and rebuilds the order of rural governance through situational event deduction.The basic logic of the reconstruction of rural governance order includes the governance orientation of local government,the interest orientation of capital subject and the development orientation of rational small farmers.Driven by local government and market expansion,the capital going to the countryside makes the current rural governance order present a state of ternary reconstruction and weak integration of the state,market and society.The multi-dimensional effect of the reconstruction of rural governance order caused by the capital going to the countryside shows that in the process of reconstruction of rural governance order,the steady-state order of low efficiency changes to the differentiation order of high efficiency.The capital going to the countryside solves the problems such as the lack of capital elements,the low efficiency of public goods supply and the loss of economic elites.However,it also leads to a series of negative effects,such as the alienation of rural intermediary action network,the differential order of resource distribution and the marginalization of vulnerable subjects,which challenges the stability of rural governance order.Therefore,in the context of capital going to the countryside,we should improve the operation mechanism of grass-roots power,reshape the authority of rural governance,strengthen the function mechanism of rural social organizations,and then complete the continuous optimization of rural governance order. |
