Research On Improving The Organizational Ability Of Rural Grassroots Party Organizations Under The Vision Of Rural Vitalization

The 19 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,giving priority to the development of agriculture and rural areas,and accelerating the integration of urban and rural areas in accordance with the general requirements of "thriving industries,livable ecology,civilized local customs,effective governance,and prosperous life",and establishing and improving the relevant institutional mechanisms and policy systems to promote the realization of agricultural and rural modernization.In the new period,the Party has put forward new requirements for rural work and rural grass-roots Party organizations.To strengthen the construction of rural grass-roots Party organizations,it is necessary to promote the construction of the Party and promote rural revitalization,focus on the political functions,strengthen the organizational capacity,and strive to make rural grass-roots Party organizations play a good role in publicizing the party’s ideas,implementing decisions,leading governance,uniting the masses and promoting reform so that they will become a strong bastion of battle at the grass-root level.The improvement of the rural grassroots party organization’s organizational strength is an important guarantee for the implementation of the rural revitalization strategy in the new era.However,at present,rural grass-roots Party organizations still face some bottlenecks in improving their organizational capabilities,which affects the full implementation of the rural revitalization strategy.Therefore,from the perspective of rural revitalization,this paper probes into the problem of improving the organizational capacity of rural grass-roots Party organizations,and probes into the path construction of improving the organizational capacity,and puts forward some countermeasures for strengthening the Party construction at the grass-roots level in rural areas and promoting the implementation of rural revitalization,it has far-reaching historical significance and important practical significance to promote the realization of agricultural rural modernization.In the context of rural revitalization,this paper takes the promotion of organizational capacity of rural grass-roots Party organizations as the starting point,and adopts themethods of literature,investigation and case analysis.Taking P street in Jinan as an example,this paper summarizes the practical experience of improving the organizational capabilities of the rural grass-roots Party,and concludes the following problems.First,the political leadership is not strong,which results in that the role of political leadership is not good enough;Second,the policy implementation ability is weak,and the level of policy implementation of higher levels is not high;Third,the absence of guarantees in organizational systems makes partial systems cannot be carried out effectively;Fourth,the ability to unite the masses is weakened,the service awareness to the masses is weakened and service capacity is insufficient;The fifth is the lack of impetus to promote economic development.The reason is mainly reflected in the organization,material,social,ideological,institutional and other basic aspects.To solve these problems,this paper puts forward five strategies to improve organizational strength: First,to highlight the political function,enhance political leadership,strengthen the overall leadership of the party,strengthen the position of the political core,and strengthen the construction of the organizational system;Second,strengthen development planning,strengthen development impetus,vigorously develop village-level collective economy,raise the level of agricultural industry organization,and promote the development of diversified rural economy;Third,to build a strong team of talents,enhance social appeal,strengthen the team of party leaders,and build a high-quality team of rural party members and professional personnel;Fourth,we should strengthen cultural construction,strengthen ideological guidance,cultivate the common ideological basis of party organization guidance,cultivate civilized villages,and improve the capacity of public cultural services.Fifth,we will stimulate internal driving forces,strengthen the cohesion of the people,attach importance to the principal role of farmers,give full play to the pioneering role of party members in rural areas,and enhance our ability to serve the people.
