Research On Modernization Of Social Governance Of Grass-roots Government In New Era ——A Case Study In Xili Town,Yiyuan County

China’s economic and social development has entered a new era,the modernization of social governance has been gradually accelerated,and the grass-roots government,as the executive branch that is most closely connected with the people,bears the important responsibility of the people communicating with the state,it plays an irreplaceable role in promoting the modernization of ethnic governance capacity and governance system.Therefore,it is particularly necessary to study the modernization of social governance of grass-roots government.Based on the new public service theory,multi-center governance theory,public governance theory,first of all,starting with the pattern and requirements of the modernization of our government’s social governance in the new era,and then making a concrete analysis of the specific practices of the government of Xili town,Yiyuan County,what are the problems and the causes of the problems,draw on the experience of other grass-roots governments in the modernization of social governance,and finally put forward China’s grass-roots government social governance modernization path.In the process of writing the thesis,I first introduced the background and research significance of the thesis,consulted a lot of literature,on this basis,this paper studies the present situation of the modernization of social governance of Xili town government in Yiyuan County and summarizes the concrete measures.Secondly,the paper analyzes the modernization of social governance of the government of Xili town in Yiyuan County,based on the investigation and analysis of the group,age,educational background,income,ethnic group and related aspects of the personnel,this paper summarizes several aspects of the town’s social governance,and points out several deficiencies in the modernization process of the town’s social governance,including "Ethnic Village" governance concept backward,the means to solve the problem of social governance is single,the social governance system is not perfect,the level and capacity of social governance is weak,the social governance system is not clear,etc.And deeply analyze the causes of these problems,it is mainly the obstruction of traditional social governance mode and thinking,the lack oftransformation of government functions,the restriction of natural conditions and customs,the low willingness of government staff to change,and the unclear division of affairs and Powers Between County and town governments.Thirdly,it draws on the advanced experience of the modernization of social governance of some local governments in China.Finally,in view of the existing problems and the reasons,combining the domestic advanced experience,proposed our country grass-roots government social governance modernization realization path,it mainly includes establishing the concept of modern social governance,enriching the means of solving the key problems of social governance,promoting the construction of the modern system of social governance,improving the social governance ability and level of the government staff at the basic level,and straightening out the construction of the modern social governance system.At the end of the paper,the author analyzes the research conclusion and points out the shortcomings.
