Study On The Functional Position Of Social Organizations Participating In Community Endowment Services

The social forces represented by social organizations,by virtue of their own advantages,play a role that the government and the market cannot play in providing public services,and are recognized by other departments and the public.However,due to the transformation of government functions,the social organization has not yet entered maturity.The third sector is subject to varying degrees of government restraint in participating in market competition to provide community endowment services.Therefore,it is necessary and important to explore the social organization’s participation in the function of community endowment service.It is to coordinate the relationship among the three major supply organizations of social organizations,government and market to clarify their respective division of labor is an important premise for social organizations to participate in public services.It is also the basis for the social organization to provide functional position when providing different attributes of endowment services.Shanghai’s aging population ranks first in the country.The development of social organizations is relatively high.It has taken a big step in the field of participating in community endowment services and has played a role in demonstration.The paper takes the Luodian Town Community Service Center in Shanghai as the research object.Firstly,through combing a large amount of literature,based on the necessity analysis of the social organization’s participation in the community endowment service,it explores the target orientation of the independent-autonomous dimension social organization and government power.The model,from the perspective of the transformation of government functions and the cultivation of social organization autonomy,analyzes the relationship between the social organization and the government and the market when the social organizations participate in the community endowment services in order to clarify the division of roles.Secondly,taking Luodian Town Community Service Center and community residents as the survey object,this paper explores the status quo of social organizations,governmentand market in the function of providing different attributes of endowment services,and finds the deviation between specific implementation and theoretical significance.Then,using the system explanation structure method to establish a multi-level hierarchical structure model for each factor affecting the functional positioning deviation,and prioritize the weights of each influencing factor according to the analytic hierarchy process,classify the influencing factors,and explore the influence of social organizations to participate in the community.The main factors of the positioning deviation of the endowment service function.Through the analysis of the three factors affecting the social organization and government division of labor,independent cultivation,and participation in market competition,the following conclusions are drawn: On the one hand,enhancing the comprehensive ability and improving the service efficiency of participating in market competition is the function of social organizations participating in the community endowment service.On the other hand,from the perspective of the government,it proposes relevant countermeasures and suggestions,creates a good institutional environment,regulates an orderly market environment,and creates a positive social environment to provide a sufficient development soil for social organizations to participate in the functioning of community endowment services.
