Rural "governance effective" is the cornerstone of effective national governance.Since the founding of People’s Republic of China,rural governance has undergone a transformation from the establishment and disintegration of the People’s Commune to the gradual establishment of township government and villager autonomy.The standard of rural governance is constantly improving,and the rural governance system has been gradually promoted.However,with the accelerating economic and social transformation,the rural economic structure and population structure have undergone tremendous changes.Governance dilemmas such as lack of ownership and lack of governance resources urgently require reform and innovation of the village governance system based on villagers’ self-governance.The 19 th National Congress of the Communist Party of China made it clear that we must improve the governance system in rural area which combines self-governance,rule of law,and rule of virtue(that is the Three Integrated Rules of Governance)."Three Integrated Rules of Governance" has been elevated from local practice to the top-level strategic design of the country,indicating the direction for subsequent rural governance.Based on the theory of governance and rural governance,this paper expounds the theory of "Three Integrated Rules of Governance" and sorts out its emergence and development process.Then,this paper takes Deng Village in Wenzhou City as the case,and by conducting interviews to cadres,the construction of the "Three Governs Integrated" rural governance system in non-native areas was examined.Through field investigation,it found that Deng Village’s Party Construction level and "Three Rules of Governance" level has been continuously improved.However,the following problems still exist in the governance of Deng Village: "Three Rules of Governance" have not yet been systematized;insufficient participation of governance subjects,lack of governance capacity and confusion in the relationship of power and responsibility among pluralistic subjects in villagers’ self-governance;weak concept and limited propaganda of rule of law,and insufficient construction of the talent team;difficulty of modern-traditional cultural fit and weakness of the moral evaluation system.Then,this paper makes an analysis regarding the causes of the above problems from the aspects of economy,human resources,institutional and ideological levels.Based on the study of Deng Village,this paper believes that "Three Integrated Rules of Governance" has strong promotional value on a larger scale.This is inseparable from the efforts of diverse governance subjects,and also largely attributable to the native advantages of the "Three Integrated Rules of Governance" system.At the same time,the risk of re-administration,selective governance and formalization of this governance system has also been identified.At last,this paper puts forward the paths to optimize the rural governance system of "Three Integrated Rules of Governance",including adhering to the leadership of the Party Construction and giving play to the core role of the Party;consolidating the foundation of autonomy and deepening the practice of rural autonomy;building a solid foundation of the rule of law and promoting the construction of a countryside governed by the rule of law;deepening the support of the rule of virtue and enhancing the level of virtuous governance;taking "Three Integrated Rules of Governance" as the starting point to promote good governance in rural areas.
