India and The People’s Republic of China were founded in the late 1940 s.They had similar views on the world structure at that time,similar plans for the construction of their respective countries,and good ideas for bilateral relations between the two countries.The five principles of “mutual respect for sovereignty and territorial integrity,non aggression,non-interference in each other’s internal affairs,equality and mutual benefit,and peaceful coexistence” are often referred to as the five principles of peaceful coexistence,which are the concentrated reflection of the diplomatic thoughts of the first generation of new China’s leading groups,and this principle was jointly advocated by China,India and Myanmar at that time.China and India were two representative countries in Asia that are deeply invaded by imperialism and oppressed by colonialism.Independence and national dignity have always been the pursuit goal of the two peoples,and they have carried out unremitting struggle for this.After the establishment of a new country,the tasks and topics faced by the two countries are very similar,that is,to build a new type of independent and prosperous countries in a peaceful environment,which have just got rid of colonialism and imperialism.It can be seen that China and India share the common foundation and background for developing friendly and cooperative relations.However,India,which inherited British imperialism and became independent,was eager to become the “leader” of the South Asian subcontinent,adopted a chauvinistic approach to the neighboring countries,kept in mind the previous privileges of the British and Indian authorities in Tibet,and adopted a “forward policy” on the border between China and India at the same time,leading to the final bilateral relations a sudden turn for the worse after the 1962 border conflict.After the cold war,the readjustment of the global strategic pattern has enabled the political advantages of the Indian Ocean region to be fully demonstrated.China-India relations have gradually become one of the key bilateral relations in the region,which is of great significance to peace and development in Asia and the world.At the same time,the historical boundary issue has emerged in a new form and become a key factor hindering the development of China-India relations.With regard to the boundary issues left over from the British colonial period of India,the attitude and manner of China and India in dealing with it have greatly influenced the development of the relations between the two countries with the largest population in the world.For a long time,theborder dispute has been a major concern between China and India.The Chinese government has been trying to deal with the dispute in a reasonable way,but the border issue between China and India has not been resolved smoothly.The confrontation between China and India in Donglang in 2017 is the most serious confrontation between China and India on the border since 1987.This incident has seriously affected the border security,regional stability,political cooperation and mutual trust between the two countries,reversing the good trend of China India relations before and casting a shadow on the future development of China India relations.How to better deal with the border issues between China and India and maintain the friendly diplomatic relations between China and India is a topic of great concern to the international community.So far,China has settled land border issues with other neighboring countries except India and Bhutan which is influenced by India.Therefore,how to properly solve the border issue between China and India has become an important issue for the the Chinese government and the Indian government,and needs their serious consideration.Properly handling these issues is not only related to the progress of China’s One Belt One Road initiative,but also an important guarantee and prerequisite for the peaceful development of the entire Asian continent.For China and India,the long-term border dispute between the two countries has brought a certain degree of adverse effects on the economic and social development.The border issue is a problem left over by the western colonialists,and the two governments have paid more attention to the settlement of this issue.However,western countries habitually use the international disputes between the two countries to interfere in the internal affairs of other countries.India acquiesces that the US and Japan are involved in the key issues between China and India,which makes the border issue between China and India gradually become an important international issue.In May 2014,Narendra Modi won India’s general election with an “overwhelming”advantage and officially served as Prime Minister of India.After Prime Minister Modi came into power,he showed his good wish to establish diplomatic relations with China,and he was eager to ease the relations between the two countries.The Modi government adjusted its foreign policy during the period,and faced the border dispute between China and India with a new attitude.Under the Modi administration,India’s foreign policy is becoming more and more flexible,trying to seek for both “reality” and“potential” in order to obtain greater benefits,which is both an opportunity and achallenge for China.Therefore,it is necessary to clarify the historical origin,evolution process,current situation and related issues of the border issue between China and India.By analyzing and comparing the border dispute between China and India before and after Modi came to power and India’s strategy for China,we can have a more comprehensive understanding of the border dispute between China and India in the new era,strive for a positive and all-round development of China-India relations and create a better neighborhood relationship for China’s peaceful development.Based on the past research results,this paper attempts to sort out the development and changes of China India border disputes,and then specifically to the current situation of China-India border issue since Modi came to power,so as to have a direct comparison between the background of China-India border disputes,India’s border position and China policy before and after Modi came to power,and then analyzes the factors affecting the Modi government’s border position and China policy in detail from both international and domestic perspectives.From these factors,we can find out the influence of the Modi government’s period on the settlement of China-India border issue and put forward the possibility of China’s future countermeasures.. |
