A Study On The Early-warning Mechanism In Sino-Myanmar Border For Foreign-related Public Security Emergencies

All governments pay great importance on early-warning system and ability.The area between China and Myanmar boundary is mountainous and forested,with busy trans-border communications and transportation among the people.At the same time,this area is key to Chinese One Belt One Road Initiative to reach out to south and southeast Asia.In this area,public management has to face the challenge not only caused by ordinary emergencies,but also raised from the unstable political and social environment of Myanmar.Extraterritorial powers have great influence in the Sino-Myanmar border area,which may cause turbulence that has negative affects on local people.So it is of great difficult to deal with emergencies in this area.The emergency management system in China has improved a lot in recent years,but the early-warning system,on the contrary,is relatively incompetent.The Sino-Myanmar area has many different ethnic groups living together,and the local political and security situation is unstable.Thus an efficient early-warning system is in great need to protect people’s lives and property,to maintain social stability,to prevent negative affect on bilateral relations.Such a system can secure the development of border area and the implement of national strategies.This article,based on the local situation of Yunnan as well as Sino-Myanmar border area,with the focus on foreign-related emergencies of public security,are trying to explore the principles,components and procedures of an early-warning system by using the public management theory such as public policy analyse theory,feed-forward control theory,border area management theory and so on.The first part of this article discusses about the definitions of early-earning,foreign-related emergency of public security and so on.The second part tells about the theory of early-warning.Then the deficiencies of current system would be studied in the third part.At last,this article will propose some tips to optimize current early-warning system in Sino-Myanmar border area.
