| Since the democratization process began in the 1990 s,Thailand has been known for its vibrant civil society.Under the background of the development of civil society,the evolution of NGOs in Thailand has gone through nine period,forming and sustaining a special interdependent relationship with the the government,which is neither completely independent of the state nor completely dependent on the state.Contemporary NGOs advocate people’s participation and empowerment,and therefore promote alternative development strategies to empower and protect the political rights of all groups of society,especially marginalized groups that are disenfranchised locally.In the implementation process,as the rural society and the urban society in the context of Thailand have a long history of division,despite the policy support obtained in the effective interaction with the state and the government,the demands of "public participation" and "elite participation" are contradictory between grassroots NGOs and elite NGOs.This contradiction has been continuously expanded in the development of NGOs,and finally,under the comprehensive influence of political,economic and other factors,civil society is divided into two interest representative camps.In addition,in terms of funds,the new type of national organizations(governments)and domestic charitable funds have become important sources of funds for NGOs.Although this greatly reduces the instability of financial aid,it leads to the significant intensification of the asymmetric relationship between donors(countries/governments)and NGOs.Under the pressure of funds,due to political lobbying and depoliticization,a series of "anti-civilization" phenomena occurred in some NGOs after the military coup in 2006,and the democratic forces were questioned and lost.Through the analysis of the development of NGOs in Thailand,it can be inferred that in the future,strengthening the overall development of civil society and dealing with the relationship between political morality and democracy will become the direction of the efforts of NGOs.Grasping and controlling the asymmetry between capital supply and demand and promoting the development of a more sound civil society may become the focus of the government to implement the slogan of "partnership". |
