Research On Community Correction Management Under Collaborative Governance

Community correction,as a more common enforcement method in the process of criminal punishment,mainly adopts the mode of placing offenders in open communities and fully mobilizing multiple forces to cooperate and cooperate in reforming offenders.Reform the non-custodial penalty enforcement system for criminals.At present,this punishment enforcement system has been widely used worldwide.Since China started community correction work in 2003,Shandong Province,as one of the first six pilots,has begun the operation of this work earlier.Community correction as a progressive concept of criminal punishment,through humanistic,legalized and socialized correction methods to achieve the purpose of controlling criminal behavior and maintaining social stability,is of great significance for advancing China’s judicial system reform,but also for social management A useful attempt at innovation.Judging from the current situation,China’s community correction management has achieved certain results in practice,but it is undeniable that from the perspective of collaborative governance,it is not difficult to see that multiple subjects still exist in the process of community correction management Many problems have led to some difficulties in community corrections management.This article takes NJ County in Shandong Province as an example to study the issues related to the participation of multiple subjects in community correction management in China under collaborative governance.First,the related theories of community correction and collaborative governance were described.Second,questionnaire surveys,interviews,and other methods were used to combine the author’s many years of practical work experience to demonstrate the community correction management issues in NJ County,Shandong Province.The roles and participation status in the community correction management process areintroduced;again,the current analysis of multiple participating entities in the management process under the collaborative governance of community correction management policies and regulations is lagging behind,the community correction management information platform is weak,and government entities participate in the community.There are four problems in weakening the correction management strength and the lack of social subject participation in community correction management protection.Finally,according to the existing problems,corresponding countermeasures are proposed and the problems of community correction management under collaborative governance are explored.
