Research On The Role,function And Path Of Local People’s Congress Participating In Social Governance

With the further development of China’s reform and opening up,the society is in the period of transformation,and the emergence of interest differentiation and imbalance of interest distribution leads to the increase of social contradictions.The frequent environmental group events in recent years are typical of them,which increase the cost of social governance,affect the stability of society,and bring challenges and pressures to social governance.The fundamental reason is that it is difficult for the people to express and maintain their own interest demands through institutional channels,and they are in a state of anomie in the process of interest expression.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China emphasized the construction of a community of social governance and the improvement of the social governance system under the leadership of the Party committee,the responsibility of the government,democratic consultation,social coordination,public participation,legal protection and scientific and technological support.Local people’s Congress,as a local organ of state power,is elected by the people to exercise state power and manage state and social affairs on behalf of the people.It is not only a legal representative organ of public opinion,but also a systematic way to ensure people’s participation in social governance.Based on the current situation and advantages of the participation of local people’s Congress in social governance,combined with the experience analysis of environmental group event governance,this paper concludes the role orientation of local people’s Congress in social governance,which includes four roles: the carrier of public opinion expression,the support of consultative democracy,the engine of legislative promotion,and the guarantee of supervising the government.On this basis,this paper studies the public opinion table of the participation of local people’s Congress in social governance It has four functions: democratic consultation,legislative promotion and government supervision.The exertion of four functions is the key to the participation of local people’s Congress in social governance.By analyzing the beneficial experience of the participation of local people’s Congress in social governance in recent years,this paper concludes five ways for local people’s Congress to participate in Social Governance:improving the public opinion expression platform,innovating the handling and supervision mechanism of representative’s suggestions,improving the public participation of local legislation,improving the legislation in the social field,and improving the people’s livelihood Item vote system.
