Study On The Government Supervision System Of Hainan Free Trade Zone

Against the backdrop of the rising trend of "anti-globalization" and the spreading of trade and protectionism,the central government has set up the China(Hainan)Pilot Free Trade Zone and The Free Trade Port with Chinese characteristics [hereinafter referred to as "Hainan Free Trade Zone(Port)" ].The state has entrusted Hainan with a new mission of comprehensively deepening reform and opening up,which further reflects China’s determination to push forward reform and opening up in a wider range and more areas.It is a commitment to show the international community with concrete actions that China’s door of opening will not be closed,and it is a strong signal of China’s steady pace of opening up.The supervision system of Hainan Free Trade Zone should not only consider the actual situation of the development of international free trade,but also take into account the particularity of China’s basic national conditions and system.The study of the government supervision system of Hainan Free Trade Zone is actually to explore how to redefine the relationship between the government and the market in a dynamic economic environment,so as to ensure the effective play of the government’s macro-control role.Regulation is the effective intervention of the government in the market,which involves various elements such as government function,management system and supervision means.Take the theory of government regulation as the entry point,analyzes the government supervision organs,supervision methods and supervision scope of Haikou comprehensive bonded zone,clarifies the supervision mechanism and function positioning of Hainan free trade zone,and explores the process of government supervision of Hainan free trade zone from three aspects: the government supervision subject,supervision content and supervision means of Hainan Free Trade Zone.By analyzing the possible problems in the construction of Haikou comprehensive free trade zone and Hainan Free Trade Zone,and drawing lessons from the development achievements of advanced Free Trade Zones(Ports)at home and abroad,this paper puts forward the countermeasures and Suggestions for improving the government supervision system of Hainan free trade zone.Specifically,the central government,the local government,the commission for deepening overall reform of the provincial party committee,the working committee of the pilot free trade zone of the provincial party committee(The Free Trade Port)and the resident institutions of the office and other functional departments of the Hainan free trade zone should perform their respective duties,and the supervision should focus on the economic affairs and necessaryadministrative affairs in the zone.The supervision subject should realize the integration of government supervision mode,public service,macro-control and social management functions.The supervision content realizes the area investment management,the financial supervision,the ecological environment supervision and the trade supervision facilitation and so on;The means of supervision should be inclusive and prudent,information and negative list.In order to realize the innovation of government supervision system of Hainan Free Trade Zone,it is necessary to overcome the constraints of China’s economic system,inertia of local government governance,management concept of government departments and implementation process of supervision.The effective way to realize the government supervision system of Hainan Free Trade Zone is to scientifically locate the development of Haikou comprehensive bonded zone and improve its system and mechanism construction,improve the laws and regulations of government supervision,innovate the government comprehensive supervision system and explore the personnel training system of free trade zone supervision.
