Research On Community Governance Structure In Haikou From The Perspective Of Holistic Governance

Community as the grass-roots units of social governance,the 19 th national congress of the communist party of China(CPC)proposed that the focus of social governance must be moved down to the grass-roots level,to strengthen the construction of community governance system;At the fourth plenary session of the 19 th central committee of the communist party of China,a decision was made to establish a new pattern of communitylevel social governance and improve the mechanisms of community management and community service.The core and key of a community construction is the community governance structure,which refers to the organic whole that all the governance subjects in the community are united together for the common interests to manage the community affairs.In Haikou city community governance structure as the research object,the "big community" comprehensive service center of Haikou city pilot Liushuipo community as a case study,using the methods of literature research,questionnaire investigation,a large number of search reading related literature both at home and abroad,policy guidance,combining with the field visits,questionnaire to integrate daily case study.Field research analysis found that due to some policy objective differences and processes disconnect,curing and inefficiency,the communication gap between the public and weak consciousness of participation factors,lead to Haikou city community governance structure incomplete party organization construction,the grassroots government offside and absence of residents’ committees,the low degree of community residents to participate in,the community needs to improve social organization construction and so on a series of difficulties.In order to solve this a series of difficulties,on the basis of the analysis of community governance body,promote the development of Haikou city community governance structure to the rationalization,the author analysis from the perspective of holistic governance,guided by the demands of citizens,on the community public affairs,using the coordination,integration and trust governance mechanism of mutual support,cooperate with and complement,and integration of the urban community governance body,promote diversity,should optimize the Haikou city community governance structure.In view of the few scholars involved in the study of urban community governance structure from the perspective of holistic governance,the author innovates and flexibly uses holistic governance as an analysis tool.On February 10,2020,when the general secretary of the CPC central committee Xi Jinping conducted research and guidance on the COVID-19 outbreak prevention and control in Beijing,he stressed that communities should give full play to their role in preventing and controlling the epidemic and make them a strong fortress for epidemic prevention and control.The author thinks that based onthe demand of the community residents and public value,optimize the structure of Haikou city community governance of holistic governance is necessary,by encouraging the governance body to participate in community governance,integration of governance structure,information resources,human resources,etc.internal foundation and attaches great importance to the construction of external stress and a community,in order to train people in Haikou city community consciousness,focus on building the party as the core,autonomy of government guiding,residents’ committees and other community participation of social organizations and community residents,the multi-agent cooperation involved in the management of cooperative community governance structure,promote the construction of a harmonious society,improve the level of Haikou people’s happy life,enrich the practice of community governance and lay a solid foundation for the modernization of national governance and governance capacity.
