A Study On The Problems And Countermeasures Of Community Correction In Shuncheng District Of Fushun

Community correction is a new kind of non custodial penalty compared with traditional custodial correction.In the normal social environment,the criminals who are less guilty,less subjective malignant and less harmful to the society should be forced to accept and participate in relevant management,education,labor and other activities,correct their criminal psychology and bad habits,and promote their smooth return to the society.The community correction work in Shuncheng District of Fushun City started in 2010.In the past decade,it has made due contributions to the social harmony and stability.However,due to the short time and lack of experience,there are still some problems in Shuncheng community correction.This paper studies the current situation,existing problems and causes of community correction work in Shuncheng district by means of literature research,questionnaire survey and interview,and puts forward improvement countermeasures for community correction work in Shuncheng district.This paper is divided into four parts: The first part introduces the background and significance of the research,explains the related concepts and theoretical basis of community correction work,studies and summarizes the relevant literature at home and abroad,and determines the main content,research methods and technical route of this paper,which lays the foundation for the research of this topic.The second part introduces the basic situation of community correction in Shuncheng District,investigates the operation of community correction in Shuncheng District,and provides evidence support for the analysis of existing problems.The third part analyzes the problems and causes of community correction work in Shuncheng District.The problems include: obstacles in connection with various departments,shortage of staff and low degree of specialization,drawbacks in daily supervision measures,serious shortage of working funds and lack of participation of social forces.The fourth part puts forward some suggestions for the problems of community correction work in Shuncheng district.We should improve the operation system of community correction,strengthen the construction of community correction team,improve the supervision system of community correction,implement funds guarantee and change the governance concept of community correction,in order to improve the overall level of community correction work in Shuncheng District.It is hoped that this study can provide certain basis and reference for the judicial administrative organs at the same level and higher levels,so as to better promote the community correction work of each county and even the whole city,and help maintain social harmony and stability.
