General Secretary Xi Jinping emphasized that doing the party’s press and public opinion work well concerns the banner and road,the implementation of the party’s theories,line,principles and policies,the smooth advancement of all undertakings of the party and the state,the cohesion and cohesiveness of the whole party and the people of all ethnic groups in China,and the future and destiny of the party and state.The report to the 19 th National Congress of the Communist Party of China points out that it is necessary to adhere to the correct guidance of public opinion,pay high attention to the construction and innovation of communication means,and improve the dissemination,guidance,influence and credibility of public opinion.As one of the important carriers of news and public opinion,TV station should fulfill its social responsibility consciously.Compared with other media,the biggest advantage of TV stations is that they can vividly and comprehensively reproduce news events quickly and intuitively through pictures and sounds.Therefore,TV is also considered to be the most easily accepted communication channel by the public.D city television broadcast on May 1st,1974,is a public institution attached to the Municipal Party Committee of City D directly.After more than 40 years of practical experience,through the implementation of social responsibility the current D city television channels have some television programs with good audience awareness and full of meaning.By "Analyze the current situation-Point out the problem-Find the cause-Propose the countermeasure" research train of thought,through consulting relevant data,in-depth interviews,questionnaires,and participatory observation,summarizes the current main problems of D city television station to perform the social responsibility,In addition,by drawing on the advanced practices and experience of other domestic and foreign TV stations in fulfilling social responsibilities,this paper makes targeted improvement plans for D city TV station,so that D city TV station can better fulfill the supervision and guidance of public opinion and adapt to the development of the situation.,and better serve the people.Through the research of literature review,this paper finds that TV media has the dominant right of discourse in public events.If we do not pay attention to the social responsibility of TV media,it will bring a lot of bad effects,and the correct direction of public opinion is bound to be greatly reduced.So this article in order to improve the D city television’s social responsibility,for the purpose of thought should be through the daily training of D city television practitioners to strengthen social responsibility,D the city television station TV media supervision agency and build system of male critics,suggested that TV media industry government rules and regulations elastic moderately,and establish a perfect legal regulation system of TV media industry.
