| During the process of economic transformation and upgrading,low-income groups and even poverty groups appeared.To meet the basic living needs of the poor people,the State Council issued the Regulations on the Minimum Living Security for Urban Residents(referred to as the Subsistence Security System).The Subsistence Security System has solved the basic survival problems of the poor to some extent.While enjoying the Subsistence Security policies,this group has also been subject to many exclusions from all sides.This paper attempts to analyze what aspects of exclusion are embodied in,and how the group deal with these exclusions.Based on social exclusion theory and social identity theory,this paper analyzes the exclusions nine persons experienced,who are chosen as the research subjects from Minimum Living Security group in the D community of city H using observation and interview methods.The paper found that the group,as the subject of enjoying the Subsistence Security policies,have experienced economic exclusions,institutional exclusions,and interpersonal exclusions in their real lives.The main performances of economic exclusions are: lack of access to the labor market,poor income,and low consumption levels;institutional exclusion performances are: complicated procedures for applying for minimum living allowances,frequent audits after receiving subsistence allowance,and poor communication with formal institutions;and interpersonal exclusion performances are: narrowed social network,insufficient social support and strong psychological alienation.In response to these exclusions,the Minimum Living Security group will adopt different strategic inter-group behaviors and try to find their social identities.The specific manifestations are: the group adopt various social creation strategies such as re-evaluating comparison dimensions,searching for new reference groups,and low-level reclassification to cope with economic exclusions;and deal with institutional exclusions in two ways: making a hell of a stink to external groups and mutual assistance to internal groups;and cope with interpersonal exclusions through competitive strategies in order to enhance social identity.The paper analyzes the exclusion phenomenon of the Minimum Living Security group from the perspective of social exclusion.The study aims to gain a deeper understanding of the daily actual situation of the subsistence allowance group and increase the attention of the whole society to this group.In this way more perfect social assistance policy can be formulated to help the group live better. |
