| As an issue related to the national and social development,rural old-age care has drawn attention from all walks of life.In the context of the strategy of rural revitalization,the state has once again shifted the focus of development from the city to the countryside,and concluded that the "three rural" issues of the countryside,farmers and agriculture are the most important work of the whole party.Rural pension is not only a family responsibility,but also a national responsibility included in the security system.With the help of the project of "China Rural in-depth investigation",the author investigated the family system and learned the family economic and cultural,social and other systems in the traditional period.I found out that the state had little effect on the rural pension in this period,and the family bore the pension responsibility.I have experienced rural life personally,and have a lot of contacts with the rural elderly.I find that the function of family changes with the social changes.After the state intervenes in the field of family pension,the problem of rural pension in Western Hunan is still prominent,among which the responsibility of family pension is obviously shirked.Therefore,based on the above comparison,this paper wants to explore the following issues:What predicament does "buck-passing" cause the old people to face in the process of rural old-age care?What changes have taken place in the Shared responsibilities and functions of the state and the family,and how to solve the rural pension dilemma through the Shared responsibility mechanism of the family and the country?Based on the literature and oral data of five households,this paper uses case study to study the dilemma and responsibility of rural pension Evasion under the mode of family state sharing.The main part of the article is in accordance with the order of"pension difficulties,family retirement,national progress".The first is "the difficulties faced by old people",it analyzes the plight of the elderly.;The second is "family retirement",which introduces the phenomenon and reason of shirking responsibility when the family withdraws from the pension field;Third,it is the progress of the state.which discusses the various responsibilities of the modern state after its involvement in the rural elderly care.This paper finds that the current phenomenon of rural pension prevarication is caused by unclear separation of family,labor outflow,unclear content and responsibility boundary of pension responsibility after state intervention.In terms of economy,the family evades the responsibility rationally because of the state’s pension;In daily care,multiple children shirk responsibility from each other due to unclear property and responsibilities;At the spiritual and cultural level,children confuse old age as providing food and clothing,and children who go out to work are unable to take care of the spiritual and cultural needs of the elderly due to practical reasons.The elderly is faced with the dilemma of unbalanced income and expenditure,difficulties in self-care and no place to express their feelings.Therefore,the author holds,it is necessary to clarify the boundary and content of family state responsibility under the model of family state shared pension.According to the theory of the integration of autonomy,rule of law and rule of virtue,we make full use of the power of the state,village autonomous organizations,families and other responsible subjects,integrate the internal and external financial and human resources for the aged,improve the relevant pension system norms,and shape a good moral governance system for the aged to help the rural elderly out of the dilemma. |
