Research On The Policy Implmentation Of Controlling The Amount Of Issuing Car Licenses In The City

With the fast development of urbanization in China,people pay more and more attention to traveling.Seven big cities such as Shanghai,Beijing,Guiyang,Guangzhou,Tianjin,Hangzhou and Shenzhen have successively carried out policies to control the amount of issuing car licenses,which once became a hot topic for domestic public opinion.Nowadays,the demand for cars of Chinese people has become stronger and stronger,and to a certain extent,the policy of controlling the amount of issuing car licenses will have an influence on us.From the perspective of public management,this paper conducts the study on the policy effects implementation of controlling the amount of issuing car licenses in the city.Based on the public policy and public interest,this paper analyzes the reasonableness of the local regulations formulated by the government and further studies the policy effects of controlling the amount of issuing car licenses in the city,by taking Guangzhou as an example,the horizontal comparison with other cities,and the longitudinal comparison of before and after the implementation of controlling the amount of issuing car licenses,as well as a questionnaire survey conducted among the citizens of Guangzhou and neighboring cities.The study on the controlling the amount of issuing car licenses in the city is not only about the management of urban traffic,but also refers to a series of issues such as urban planning,environmental protection,regional coordinated development,and how to properly perform the functions of government.Traffic jam which seems to be caused by the large population and quantities of vehicles has been the common problem in the large cities of China.As a matter of fact,it results from the unreasonable town planning.From the perspective of the country,the competition among the large cities has become more and more fiercely in the past few years.Meanwhile,compared with the large cities,the economy,culture,finance,education and medical care are much less developed in the small and medium-sized cities.Talents are willing to work and live in the large cities,which are becoming more and more crowded.Therefore,the imbalance of regional development came into being.The traffic jam is caused by two factors:on the one hand,the lack of town planning results in the excessive concentration of vehicles;on the other hand,there are not enough choices of traveling roads.Based upon the statistics of survey,the paper puts forward many solutions on solving this problem,including the decentralization planning,the urban development under the guidance of public transportation,the transformation of road system,green travel and issuing the vehicle license plate.
