Research On The Construction Of Rural Public Service Facilities In Nehe

The issue of "agriculture,rural areas and farmers" has always been the focus of our country’s work,and improving the construction of rural public service facilities is an inevitable requirement to promote the coordinated development of urban and rural areas and the construction of beautiful countryside.With the implementation of a series of policies benefiting the people and farmers,the construction of rural public service facilities in our country has achieved certain results,but there are still imperfections and obvious problems.Document No.1 of the Central Committee issued in 2020 pointed out that to build a well-off society in an all-round way and to speed up the supplement of rural infrastructure and public service short boards,this shows that the construction of rural public service facilities still needs to be further consolidated and improved.This paper aims at improving the construction system of rural public service facilities in nehe city and promoting the construction of beautiful countryside in nehe city by studying the problems in capital,types and layout of rural public service facilities in nehe city.On the basis of fully understanding the research trends of public service facilities at home and abroad and related concepts and theories,this paper studies the current situation of rural public service facilities construction in nehe city.Firstly,from an overall perspective,the paper grasps the financial investment,the satisfaction of facility needs and the achievements made in nehe city in the construction of public service facilities.Then,it specifically explores the current situation of rural public service facilities construction in nehe city from four aspects: educational facilities,medical facilities,cultural and sports facilities and other service facilities.The analysis found that in the process of construction of rural public service facilities in nehe city,there are problems such as low financial investment and irregular use,imbalance of supply and demand structure of rural public service facilities,low efficiency of construction and operation of public service facilities and non-equalization of allocation of rural public service facilities.The root causes lie in weak financial revenue and control ability,lack of willingness and ways for farmers to express their needs,unsound management planning system,imbalance of urban and rural development and serious brain drain.In order to solve these problems,this paper draws lessons from the experiences of Raoyang County in Hebei Province,Jining City in Shandong Province and guannan county City in Jiangsu Province in the process of building rural public service facilities,and draws inspiration from them.It explores that nehe city should broaden the financing channels of facilities and construct a comprehensive financing system in the process of building rural public service facilities.Mobilize farmers’ enthusiasm for feedback and jointly create a beautiful countryside;Scientific design of the approval process to improve the efficiency of facility construction;Reasonable allocation of facilities to promote the coordinated development of urban and rural areas.
