The Behavior Research Of Township Government In Lanxi Country Project-"Beautiful Countryside"

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has insisted on putting the "three rural issues" in an important position.In 2005,the Fifth Plenary Session of the 16 th CPC Central Committee put forward the specific requirements for the construction of “beautiful villages”.Since then,a wave of building “beautiful villages” has been formed nationwide.From 2015-2019,the construction of “beautiful villages” has been Over the past fourteen years,the top ten models have been formed nationwide,and some regions have successfully completed the construction of “beautiful villages” through their own efforts.But as time went on,some failed cases appeared one after another.The academic circles have done a lot of research on "beautiful villages",but there are relatively few studies on the intrinsic relationship between the construction effect of "beautiful villages" and government behaviors.There are few studies on the underdeveloped areas in the north.Compared with the regions with high levels of economic development in the South,the construction of “beautiful villages” in underdeveloped areas in the north faces greater challenges and difficulties.Focusing on the construction of “beautiful villages” in underdeveloped areas,this paper takes the construction of “beautiful villages” in Lanxi County as the research object,according to the research ideas of “ propose problems-analyze problems-solve problems”,throughing consulting the materials,fielding research,interviewing experts and so on,systematically analyzing its government behavior,tiring to find the inner relationship between the construction of “beautiful village” and government behavior,and proposing countermeasures to improve government behavior.In addition to the "introduction" and the conclusion,this article has four main parts.The first main part is the interpretation of the relevant basic theory,which explains the concept of “beautiful village”,the main content of “beautiful village” construction and the related theories of government behavior.The second part introduces the current situation of the construction of “beautiful villages” in Lanxi County and provides an in-depth analysis of government behavior.Finally,I try to analyze the reasons for the problems of government behavior from the aspects of people,environment,organization and system.The third main part mainly introduces the successful mode of construction of two domestic “beautiful villages” in Yuanjia Village of Shan Xi Province and Fang zheng County of Heilongjiang Province.By summarizing the successful construction experience,it is of great significance to improve the government behavior in the construction of “beautiful villages” in Lanxi County.The fourth main part proposes countermeasures to improve its government behavior.From the perspective of communication between villagers and the government,it is necessary to establish a diversified communication channel to break the problem of information asymmetry.From the perspective of the economic level,the government should establish a diversified capital investment pattern and break the financial dilemma by guiding social capital to participate in construction.It is necessary to actively develop characteristic superior industries and enhance the endogenous driving force of rural development.From the perspective of institutional supply,the government must reform and innovate the rural land transfer system,and formulate a scientific assessment and promotion system to ensure the sustainability of the development of the "beautiful village" policy.From the supply of public services,the government should improve the quality of public health care,build a rural employment guidance service system,and build a rural public cultural service system.
