Research On The Participation Of Fuzhou Community Social Organizations In Community Governance

Due to the political and economic reform in recent years, the community construction of our country has made great progress. However the centralized community governance pattern has been far from enough to meet the current community development demands, polycentric governance mode has lead the trend. Community social organization is a grassroots organization that originates and grows up in the community; it also serves for the community. As a new member of community governance, it is gradually to undertake part of transferring functions of government. It not only plays an important role in community service, education and health, environmental protection, aid assistance etc, but also effectively fills the gap in community governance left by the government and market failure.The thesis focuses on the community social organizations. It begins from the review of domestic and foreign community social organization development, and then explains the basic concept and role to prepare for the next. Based on the demonstration and document investigation, the main part set an example of the Gulou District community social organization, introduces the main practices and puts forward the specific problems of the participation in community governance:they are insufficient understanding of the importance, shortage of resources, uneven development and low degree participation. Then, the author analyzes the root causes of the problems from the government, community social organizations and community residents. In the end, it takes advantage of successful practices of domestic and foreign city community social organizations, and proposes the countermeasures to perfect the Fuzhou community social organizations to participate in community governance from straightening out the relationship, optimizing the environment, developing themselves and cultivating the consciousness.
