A Study On Policy Innovation In The Development Of Volunteer Tourism In Hainan

Since the construction of Hainan International Tourism Island in 2010,Hainan has steadily promoted the normalization of volunteer service in the whole province.More and more citizens and tourists have participated in volunteer service activities.The volunteer spirit of "dedication,friendship,mutual assistance and progress" has become the trend of the day in Hainan.Volunteer Tourism has gradually become a new form of volunteer service activities and a novel way in Hainan’s tourism industry.Especially in the context of Hainan’s construction of a free trade zone with Chinese characteristics,volunteer tourism has an excellent development space.On the basis of document analysis,this paper explores the theoretical sources and profound connotations of volunteer tourism.We conducted investigations in the United States,Hainan provinces,and other provinces in China by using the methods of field investigation,the team came up with a comparison on the X-axis.It showed the vertical differences of Volunteer Tourism between Hainan Province and the United States,and between Hainan Province and other provinces in China,and also the horizontal differences among cities and counties in Hainan Province.This paper argues that among many factors,the policy restriction is the most obvious one.Based on this,the paper explores the current situation and predicament of the development of volunteer tourism in Hainan,and finds that the development process of volunteer tourism in Hainan is constrained by imperfect fundamental policies,supportive policiesand supervisory policies.This paper puts forward some innovative suggestions on the policy of volunteer tourism in Hainan.On fundamental policies,we should pay more attention to the laws and regulations matching volunteer tourism and the use of local legislative power of Hainan Provincial Government.In terms of supportive policies,we should focus on the effective exertion of government functions and realize the transformation from traditional management mode to modern governance.In terms of supervisory policies,we should pay attention to the role of volunteer organizations,whichact as an effective third-party force in social governance.
