Research On The Question Of Mass Events Emergency Management On The Public Security Organ Of A District In N City

Mass events are prevalent complicated social phenomena in the world.They frequently happen,especially during the social transition period in our country.Mass events are situations that the public security organs frequently face with especially in our current social transition period.District-level public security organs locate in the political,economic and cultural center of city.Their emergency management level affects not only jurisdiction area’s security but also prefecture-level city’s.So it’s quite important to study the problems that exist in mass events’ emergency management of district-level public organs and how to improve mass events’ emergency management level of district-level public organs.We have to admit,the occurrence of mass events is the result of a series of conditions together.The causes of mass events in different periods are various.They change with the change of time,randomly and inevitably.Mass events’emergency management of district-level public organs is also full of variables.This article studies on the public security organ of A district in N city,based on the basic theory of emergency management and mass events.It deeply studies the status of mass events’ emergency management of A district in N city through literature research,case studies and proven methods,combining with the requirements of public security organs and the writer’s 5-year basic public security work experience.This article finds out the deficiencies of mass events’ emergency management of A district in N city and the causes.Then it proposes the measures of improving the mass events’ emergency management level of A district public security organ in N city according to the Emergency Management 4R Cycle Theory,the Theory of Flat and Crisis Management"3T" Principle.
