With the number of mass incidents in recent years on the rise,the nature of group events are new changes,such as no longer matter-group events and exhibits demands a single character,but vexatious and legitimate demands with reality and history issues cross,not legal means and reasonable demands of miscellaneous mix,join in the fun and the people who have aspirations of doping and unclear,like change also makes the problem of group events local comprehensive,single-issue is complicated by the di versification of domestic issues to international,internal problems are more open.At this stage in the process of emergency public security organs of mass incidents,the police presence with inadequate disposal level is not high,poor resolve the contradictions afterwards punishment is not in place and other issues,the most critical issue is unable to maintain precise control of the civil rights and administrative between law enforcement degree,namely between private interests and the lack of clear legal guidance to define public interest,which is also the subject of study and discussion of the point.However,this information home and abroad have in-depth study of the strong aspects of the lack of specific guidance,the text as a research idea after the introduction of important coastal city of Guangzhou "6.11" mass incidents as an analysis object by analyzing the event to public security authorities af ter the whole story and shortcomings,focusing on mass emergency process,the public security organs how to better use the principle of proportionality and the necessity of the principle of proportionality applications.
